Please explain - Secrecy Bill

Another article out in the M&G regarding the ANC's determination to push through the Secrecy Bill. I don't understand how this is going to work, even if the ANC manages to get it passed AND get it through the constitutional courts. This is the age of the world wide web. In the ANC's favour is that most of South Africa is not on the world wide web. But enough of it is to create a problem. And while the Secrecy Bill will make it harder for journalists to do their job, there is always a cowboy or cowgirl out there...
