Kennedy Cartoons was known to outsource some of their Tiny Toons work to the Chicago studio Startoons (who would later graduate to doing Tazmania and Animaniacs episodes on their own). This is (I think) their most outsourced episode, with nearly half of it being Startoons animation.
Bosko and Honey were, in fact, actual Looney Tunes characters created by Harman and Ising. Suffice to say the characters in this cartoon were verrrry loosely based on them. The original Bosko and Honey were Mickey and Minnie clones. Except more racist.
Veteran voice Don Messick played Bosko, and subsequently the spooky librarian and disembodied voice which both turned out to be Bosko. The fact that he hid the identities so well is a testament to his talents. Hampton was the last major voice Messick did before he passed on.
This is probably the only good half-hour Tiny Toons episode.
The theatre scene ends with a rather bizarre shot of a bunch of recolored clones laughing. These clones are a caricature of animator Eddie Fitzgerald.
The scene of Babs laughing in the boardroom is one of the best Tiny Toons scenes ever.

Okay, some of those were opinions, sue me.



UPDATE

-the fact about Kennedy “outsourcing” to StarToons isn’t entirely true. Although
Jon McClenahan had formed (or was in the process of forming) his studio at the time, his work for Kennedy was independent (note how he’s one of the credited animators at the end of every Kennedy episode). And yeah, he did a lot of sequences for this episode.

-another notable animator to work on this episode was David “Cow & Chicken” Feiss who drew the picture of Babs in the center of the screenshots above.

-Ken Boyer

was the credited director for this episode, but honestly, I’m not sure what the directors did during this era of animation. If anyone knows, tell me.
