In my opinion, it was always about who she was fighting.  Let me explain.

To me, she was a fighter at heart and a meta-human by accident. Martial arts was her passion, her drive, it was what she dedicated her life to, the Canary Cry, while cool, was just a thing she was given. Imagine being Muhammed Ali, but you also just happen to have a rocket launcher. You’re not going to take the rocket launcher to fight George Foreman. You’re going to box.

Some people write the Canary Cry as a quaint little power that makes people hold their hands over their ears. But in my run, I said it could do Wonder Woman some real damage if she wasn’t prepared. It’s not a firecracker, it’s a bundle of dynamite. Dinah would prefer never to use that against some guy in a gi.

When Canary fights some guy who is good at martial arts, she wants to fight on fair ground, and she doesn’t want to obliterate them off the map. So the Cry is a last resort, unless she’s going up against  Amazo or something, then she’s happy to come out with the cry at full power.

Does that make sense?
