While marking a question as "needing improvement", why doesn't Quora tell what exactly needs to be improved?

“Quora” is not marking your question as needing improvement; other users are. Any user can add the “Needs Improvement” topic to a question, which will limit its distribution until it is edited.

Because, as you note, “Needs Improvement” is not too helpful, Quora generally discourages that as a tag, and suggests that users select a more specific tag, such as:

Needs to Be ClearerNeeds to Be Phrased as a QuestionNeeds to Be Phrased More NeutrallyNeeds More InformationNeeds Spelling, Grammar, Capitalization, or Formatting EditsToo Reliant on Question Details
