Member Exclusive: Next Action Or Project For Delegated Thing

I am not sure how to process items that are next actions that may or may not become a project - esp if the next action is an agenda item for someone and based on the result it may become a project or not. For example:
I would like someone that reports to me (who NEEDS GTD but isn't getting it yet) ...
