Census

So I received The American Community Survey, otherwise known as the US census. I know that it's time-sensitive, but I set it aside. Then I got another one, and I was like, oh, yeah, I'd better take care of that! At which time I realized that both of them were addressed to my neighbor.

Now I have to get both of these envelopes to my neighbor.

Does my neighbor have my census?

Did my neighbor fill out my census for my address with his information?
