How much character development do I need to do for moderately important characters? (People like Tom Bombadil in Lord of the Rings, who aren't that important to the story but are crucial in one part.)
The best pieces of advice on side characters I’ve heard can be summed up in a few different ways:
Always know more about your characters than your reader ever will. While it seem like it might be a waste of time to over-develop side characters, you might hit a gem that will work well with your story.
Remember that to the side character, they are the main character. Have them act not as a plot device, but someone with agency and goals.
At the same time, don’t feel like you have to overly invest in these side characters. If your plot is hammered down and their role is set, don’t feel like you need to know the names of their great grandparents or their high school crush.
