ഒരു മലയാള കവിയും നാടകകൃത്തും എഴുത്തുകാരനും മുൻ നക്സ്‌ലൈറ്റും സാമൂഹ്യപ്രവർത്തകനും രാഷ്ട്രീയ നിരൂപകനുമാണു് സിവിൿ ചന്ദ്രൻ. പാഠഭേദം മാസികയുടെ പത്രാധിപരാണ്

"യനാൻ" മാസികയുടെ പത്രാധിപസമിതിയംഗമായിരുന്നു. ഈ പത്രം പിന്നീട് കണ്ടുകെട്ടി. അടിയന്തരാവസ്ഥ കാലത്ത് ജയിൽവാസമനുഷ്ഠിച്ചിട്ടുണ്ട്. "ജനകീയ സാംസ്കാരിക വേദി"യുടെ സെക്രട്ടറിയും അതിന്റെ മുഖപത്രമായ "പ്രേരണ"യുടെ പത്രാധിപരുമായിരുന്നു. മലയാളത്തിലെ ആദ്യ തെരുവുനാടകങ്ങൾ സിവിക്കിന്റേതാണ്‌.

"വാക്ക്" മാസികയും "പാഠഭേദം" ദ്വൈവാരികയും അദ്ദേഹത്തിന്റെ നേതൃത്വത്തിൽ പ്രസിദ്ധീകരിച്ചു.

തോപ്പിൽ ഭാസിയുടെ നിങ്ങളെന്നെ കമ്മ്യൂണിസ്റ്റാക്കി എന്ന നാടകത്തിന്റെ പ്രതിനാടകം "നിങ്ങളാരെ കമ്മ്യൂണിസ്റ്റാക്കി" എഴുതിയത് വിവാദങ്ങളുണ്ടാക്കി. ഇതുമായിബന്ധപ്പെട്ട കേസ് ഇപ്പോഴും സുപ്രീം കോടതിയിലാണു്.
