Is it better to get all of your ideas out and write a novel quickly, or to spend years in the process of curating the story and its elements?
Depends. Some writers work best slowly and carefully, deciding each and every element and making sure the whole things works together. Others work best just sitting down and letting it all come out in one huge, whoosh. It’s a personality thing, not a writer thing. So go with whatever works for you.
What is the most important element when writing a story? Are the characters more important than anything else? What do you look for in a good book?
The most important element in a story depends on what story you are writing. More to the point, what genre you are writing in. Detective stories require wonderful plots, as do action-adventure and spy stories. Romance requires wonderful characters. Is writing Quora answers a good way to improve writing skills for a novel?
Only in that it might make you think about the question and the answer as it relates to you and to your style of writing. Because every kind of writing is different from every other kind of writing. So learning to write answers to questions is a different skill than writing novels.
