O'Neill received his B.A. from the University of California, Santa Barbara, and M.A. and Ph.D. in French literature from the University of California, Berkeley. After being granted tenure at the University of Colorado at Denver, O'Neill was named associate dean in the College of Liberal Arts and Sciences. He was instrumental in the development of a highly successful extension program as well as international extension programs in Moscow, Beijing, Kathmandu, Ulaan Baatar, and Taipei.
