Future Ready is a report from the Secretariat of the Asia Dialogue on Forced Migration that sets out an eight-step plan to strengthen and clarify the Bali Process so countries in the Indo-Pacific can manage forced migration crises in a way that is durable, effective and humane.

The eight point plan includes:
1. Clearer strategy and stronger leadership
2. A third rotating Co-Chair position and preconditions for Bali Process membership
3. Investments in technical capability and less formal meetings
4. Streamlining of existing work
5. Strengthening and clarifying the Regional Support Office (RSO)
6. Diversifying investment into the Bali Process

About the role

The Centre for Policy Development is looking for a Finance Officer to work closely with the Chief Operations Officer on day-to-day accounts management, financial reporting, budgeting and forecasting for the organisation.  This role will play a key part in growing and developing our financial support function – ideas and creative thinking are very welcome!

This is a newly created role ideal for an early-career graduate who is looking to develop skills in the not-for-profit and public policy sector.  You will be joining a smart, energetic, dedicated team at an organisation with a collaborative culture that will foster your skills, build your career and broaden your horizons.

Main duties and responsibilities

Desire to improve financial systems, automation and reporting, and to contribute to continuous improvement of financial systems, processes and procedures.Assist in drafting reports for CEO, Finance Committee and Board.Processing payments, invoicing, receipts, payroll and month-end reconciliations of CPD’s accounts.Assist with preparation and planning of annual budget and tracking and reviewing across the financial year.Assist with the annual audit.Assist with budgeting and financial reporting for research proposals and acquittals.Perform financial analysis including forecasting.

Essential selection criteria

Bachelor’s degree in finance, accounting, or relevant field.Knowledge of financial regulations and accounting processes.Experience with MYOB and/or Xero essential.

Thursday 16 June 2022 – The Centre for Policy Development (CPD) welcomes today’s joint announcement that Victoria and New South Wales will introduce a universal preschool year as a critical systemic reform with major long-term benefits for children and families. This bipartisan, interstate collaboration is a leading example of the joint effort required between all governments to deliver early childhood reform across the nation.

The $9 billion and $5.8 billion packages in Victoria and New South Wales respectively will mean that over the next decade, every child in both states will experience a full year of play-based learning before they start school. 

The announcement extends Victoria’s existing 15 hours of three- and four-year-old kinder, to deliver 30 hours of fully subsidised play-based learning as a year of ‘pre-Prep’. Victoria has also committed to establishing 50 early childhood education and care services in areas with the greatest unmet demand.

New South Wales will move to establish a universal, five day a week ‘pre-Kindergarten’ year, with this investment following a suite of commitments by the New South Wales Government earlier this week. These announcements include the “Brighter Beginnings” package to expand child development programs, incentives for providers to offer more high-quality early childhood education and care places in areas of need, preschool fee relief, and investment in the early childhood workforce. 

These announcements come at a time of increasing momentum on early childhood reform across the nation, with the Commonwealth committed to ambitious investment and a universal child care guarantee. Other states and territories, such as South Australia and Queensland, have also made significant commitments. 

This represents a once in a generation opportunity for national, systemic early childhood reform along the lines of the national guarantee that CPD has been calling for as part of its Starting Better report. 

The Starting Better guarantee is a universal entitlement including free or low-cost high-quality early childhood education and care, more paid parental leave shared between parents, boosts to maternal and child health services, and greater integration of current services. 

Collaboration between all states, territories and the Commonwealth is crucial to building a holistic national early childhood system that meets the needs of all children and families. Tomorrow’s First Ministers meeting is a critical opportunity to put the national foundations in place for a universal entitlement for all children and families regardless of where they live.

Centre for Policy Development Senior Fellow and Co-Chair of the Early Childhood Development Council Leslie Loble said the commitments are holistic and necessary for young children and families across the states: 

“Early childhood is the launchpad for life, and introducing a universal year of high-quality preschool is a major step toward ensuring every young child and family has what they need to thrive, regardless of where they live or their families’ circumstances.”

Starting Better showed that for early childhood reform to achieve significant outcomes, we need long-term vision and joint effort between all governments. MEDIA RELEASE: CPD Welcomes NSW Government Investment in Early Childhood as National Reform Consensus Gathers Momentum

Announcement indicates emerging consensus on the importance, scale and collaborative nature of early childhood reform Precedes NSW Ministerial participation in June Early Childhood Development Council Investments reflect the aims of CPD’s 2021 Starting Better report

Tuesday 14 June 2022 – Today’s announcement by the NSW Government on early childhood has been welcomed by early childhood policy experts, as consensus on systemic reform builds across levels of government.

The $5b decade-long package includes incentives for operators to expand or build new centres to offer high-quality services in ‘childcare deserts’, and $281 million for workforce development, including scholarships for educator training.

These measures are informed by the NSW Treasury Women’s Economic Opportunities Review. The Independent Expert Panel that advised the Review considered CPD’s 2021 Starting Better report in its deliberations. The panel was chaired by CPD Deputy Chair Sam Mostyn and included participation from sector experts including Senior Fellow Leslie Loble.

Starting Better proposed a decade of holistic reform to deliver a Guarantee for Young Children and Families. The Guarantee is a universal entitlement including free or low cost early childhood education and care, more paid parental leave shared between parents, boosts to maternal and child health services, and greater integration of current services.

To bring the Guarantee to life, reforms need to focus on outcomes for children and families, to be a joint effort between Commonwealth, State and Local governments, and need to push for high quality services, accessible to all children and families in Australia.

Starting Better shows that systemic early childhood reform can yield a generational boost to wellbeing, productivity gains from women’s participation in paid work, and lower crisis costs as children who get a better start flourish throughout their lives. The report found that the Guarantee could be cost-neutral by 2030 and deliver a net benefit of $15b a year by 2045.

Today’s package follows the announcement at the weekend that NSW Government employees would receive increased paid parental leave split between parents – a key component of the Guarantee for Young Children and Families.

NSW Treasurer Matt Kean and Education and Early Learning Minister Sarah Mitchell will address CPD’s Early Childhood Development Council this month. The council is an informal inter-governmental body comprising sector representatives, researchers, experts and participants from all State and Federal jurisdictions.

Centre for Policy Development Senior Fellow and Co-Chair of the Early Childhood Development Council Leslie Loble said the announcement responded to the needs of children, families and the early childhood sector.

“We want all children to have the best start they can – it’s a boost that lasts through their entire lives. This means investing in the people and places who provide that start.

“Children’s learning and relationship in their formative months depends on investment in more places, higher quality early education and rewarding, secure early childhood jobs. Funding for services, training and staff – particularly in “childcare deserts” and regional areas – is crucial.

“There is a growing consensus on holistic, intentional reform across the federation on all sides of politics. The mission for all of us – the sector, elected leaders, public officials and researchers – is to turn intention into positive impact for children, families and the country.”

Centre for Policy Development Deputy CEO Annabel Brown said the announcement responded to the needs of children, families and the early childhood sector that CPD’s research had identified.

“This is a bold and practical step towards a universal early childhood system where children are supported to flourish regardless of where they live or what the circumstances of their families.”

1 Jun 2022– The Centre for Policy Development (CPD) has announced the establishment of the Wellbeing Government Initiative.

This multi-year project using CPD’s Create-Connect-Convince method will embed a wellbeing approach in Australian public policy decision-making so that government decisions, policies and programs can build happier, healthier lives and more connected, resilient communities.

The Initiative’s announcement follows research released in February 2022 indicating that one in three Australians – 32 percent – consider improving wellbeing the primary purpose of government – a five point rise from the previous year.

Nations around the world have embraced wellbeing approaches to government over recent decades as policymakers seek data, tools and methods to change people’s lives for the better.

Centre for Policy Development Wellbeing Lead Warwick Smith said the time was right for a serious and action-oriented discussion of the place of wellbeing in Australia.

“Governments should aim to improve the lives of the people and communities they serve. This means making policy that improves the things that matter most to people.”

“But right now many policymakers – from elected officials and government agencies and delivery partners – do not have the right tools to deliver on this purpose.

“By applying a rigorous research lens and engaging key experts from across government, industry and the private sector, the initiative aims to make a path to better health, greater happiness and more connected, resilient communities.”

This position assumes primary operational responsibility for CPD’s digital communications.

It also contributes to the greater communications function within CPD to support the communication of CPD’s programs, initiatives and research to key public and stakeholder audiences.

Andrew Hudson, Annabel Brown and Allison Orr are now CPD’s permanent CEO, Deputy CEO and COO. Throughout the transition period, and since Travers McLeod left CPD as CEO, the leadership team has proven their ability to deliver CPD’s vision of enhancing the wellbeing of current and future generations through impactful research, broad coalitions, and far-reaching systems change.

CPD’s careful succession planning has enabled a seamless leadership transition. As mentioned in our previous statement, the richness of talent throughout CPD has made these appointments possible.

The Board thanks CPD’s staff, fellows, and partners for their ongoing confidence and looks forward to CPD continuing its work for a fair, sustainable and prosperous future for Australia and our region.
