Washington Activists Seek Carbon Tax
Carbon Washington (CarbonWA) is a citizens’ coalition seeking to enact a statewide carbon tax through a citizens’ initiative.* I-732 would incrementally institute a tax of on all fossil fuels consumed in Washington State. The revenue raised would be used to cut the state sales tax by 1%, to eliminate the Business and Occupations (B&O) tax on manufacturing and to fund the Working Families Rebate (a program the state legislature created in 2008 but never funded).
British Columbia’s Carbon Tax
I-732 is modeled after a carbon tax British Columbia (BC) introduced in 2008, which has received lavish praise from the (pro-corporate) Economist. Prior to its enactment, business warned the carbon tax would increase costs and slow the economy, while the left-leaning New Democratic Party (NDP) warned it would hurt the poor. Both were wrong.
Because the funds raised by BC’s carbon tax are used to cut income taxes (for individuals and businesses), it has been as beneficial for the British Columbia economy as for the environment. In a way, this makes a lot of sense. Taxing people for working and adding wealth to the economy is one of the biggest drags on economic growth there is. It makes a lot more sense to tax activities you want to discourage, such as polluting the atmosphere.
BC also implemented their carbon tax incrementally. The new tax was initially set at C$10 ($10) per tonne of carbon-dioxide emissions, rising by increments of C$5 per year to C$30 in 2012. At present this translate into a 7 cent per litre tax (approximately 25 cents per gallon) on gasoline.
As predicted, the carbon tax has proved as beneficial for the economy as the environment. Since 2008, per capita fuel consumption in British Columbia has dropped by 16%, which contrasts with an increase of 3% in the rest of Canada. The province now has the lowest income tax rate in Canada and one of the lowest corporate tax rates in North America. Meanwhile per capita GDP continues to outperform other provinces. BC also enjoys lower jobless rates. Thus it’s no wonder it remains extremely popular, supported by 64% of BC residents.
How I-732 Will Work
Under I-732, the state will collect a tax on all fossil fuels sold or used within Washington State. This will include fossil fuels sold or used for air travel, motor vehicles boats, and electrical generation. (19% of Washington’s electricity is renewable, generated by hydropower). The tax rate will start at 15 dollars per metric ton of carbon dioxide as of July 1, 2017, increasing to 25 dollars per metric ton as of July 1, 2018, with automatic increases thereafter by 3 ½ percent plus inflation.
This tax swap will take place over two years. B&O tax on manufacturers will be eliminated in full the first year. The state sales tax will be reduced by ½ percentage point per year over two years. The Working Families Rebate will phase in from 15% of the federal EITC (Earned Income Tax Credit) in the first year to 25% of the federal EITC in the second year and beyond.
Halving US Carbon Emissions
Carbon Washington executive committee member Yoram Bauman hopes Washington will serve as a model for other states. According to Bauman, CO2 emissions could be halved if all fifty states adopted similar a similar carbon tax.

The majority of the town hall meeting clearly doesn’t appreciate being fed the party line on Israel’s right to defend itself – nor his condescending attitude. First he tells them to shut up. Then he suggests they leave.

The presidential candidacy of Vermont Senator Bernie Sanders has excited many liberals throughout the country, but there’s been very little analysis of his foreign policy positions. This past Sunday Sanders criticized Hillary Clinton for her support of the Iraq war, declaring, “On foreign policy, Hillary Clinton voted for the war in Iraq…Not only I voted against, I helped lead the effort against what I knew would be a disaster.” Sanders assertion about Clinton is obviously true, but the difference between the two candidates on war is hardly substantial and his political closet is filled with as many skeletons. Notably he supported NATO’s bombing of Yugoslavia in 1999, a stance which caused one of his staffers to resign in protest.

Berkeley Votes Unanimously on Cellphone Danger
As reported in Mother Jones, Berkeley city council voted unanimously on Wednesday to require cellphone retailers to warn customers about the potential health risks associated with radio-frequency (RF) radiation emitted by cellphones. RF is also known as Electromagnetic Radiation (EMR) and Electromagnetic Fields (EMF).
The notice, which must be posted in stores that sell cellphones reads (in part):
If you carry or use your phone in a pants or shirt pocket or tucked into a bra when the phone is ON and connected to a wireless network, you may exceed the federal guidelines for exposure to RF radiation. This potential risk is greater for children. Refer to the instructions in your phone or user manual for information about how to use your phone safely.
Despite continuing denials from the the National Cancer Institute and the American Cancer society about any cancer risk from Electromagnetic Radiation (EMR), numerous epidemiological studies show a link between cellphones, wi-fi and brain and other cancers. The insurance industry is well aware of of the link between EMF (produced by cellphones, wi-fi and smart meters), which is why new life insurance coverage excludes coverage for EMF-related deaths. See Natural News
The Berkeley vote comes a day after an open letter from 195 scientists from 39 countries raised “serious concerns regarding the ubiquitous and increasing exposure to EMF generated by electric and wireless devices.” The scientists called on government agencies to impose “sufficient guidelines to protect the general public, particularly children who are more vulnerable to the effects of EMF.”
At present the Federal Communications Commission requires phone companies to disclose the minimum distance from the body that users should carry their phones—yet these guidelines are typically buried deep inside phones’ menus and sub-menus, or in the fine print of user manuals. A survey conducted in April by the California Brain Tumor Association found that 70 percent of Berkeley adults did not know about the FCC’s minimum distance rule.
According to the Mother Jones article, the Cellular Telephone Industries Association plans to sue to prevent the ordinance from being implemented. They claim the law “violates the First Amendment because it would compel wireless retailers to disseminate speech with which they disagree. The forced speech is misleading and alarmist because it would cause consumers to take away the message that cell phones are dangerous and can cause breast, testicular, or other cancers.”

The United States has been the big, bad leader of the imperial world for so long, we may sometimes forget that most of the evils that beset our world have their origins in Europe, a small corner of the Earth that has for 500 years grown fat off the blood and resources of the rest of the planet. This Europe is a greedy little place, most of whose inhabitants believe they have somehow earned what they have stolen from the world’s darker peoples, and that they are entitled to continue stealing in perpetuity.
In 2011, in league with the United States, European members of NATO launched a totally unprovoked 7-month bombing campaign against Libya, resulting in the murder of Col. Muammar Gaddafi and the empowerment of Islamist jihadists throughout the northern tier of the African continent. Col. Gaddafi had warned that the Euro-American aggression would turn Libya into another Somalia, with vast numbers of people desperately fleeing across the Mediterranean Sea to escape the turmoil. Gaddafi was right, of course. Not only has Libya been reduced to a state of sheer anarchy and terror, but thanks to Europe and the United States, Hell has descended on Syria, and conditions in Somalia have grown even worse. The Europeans and their American cousins are intent on wiping out every vestige of civilization in the Muslim world – all the while spouting the same twisted, racist logic that they have employed for half a millennium: that Muslims and Africans are unsuited to civilization, and must be guided by the white hands of Europe, for their own good.

The refugee crisis, the thousands of deaths at sea, are crimes of Europe and the United States. The Euro-Americans are just as unquestionably guilty as the arsonist who sets the fire that causes apartment dwellers to jump to their deaths from high windows to escape the flames. Now, the nations of the European Union, all 28 of them, are backing plans to launch air and naval attacks against boats in the ports of Libya and on the high seas, to make sure that the refugees that Europe and America have created do not wind up on European shores.

Western Medicine: Still Stuck in the 20th Century

Film Review
In brief, Origins is a film about saving the planet by improving your diet and lifestyle. The filmmakers assert that a healthier diet will enable people to think more clearly about the imminent crises confronting civilization. While I totally disagree with the premise – I don’t believe real change is possible without confronting corporate corruption and growing inequality – I liked the film. It offers the clearest explanation yet of the fundamental role of the microbiome* in human health and the rhizophere** in plant health.
Western medicine, as currently practiced, has become totally obsolete owing to its inability to view the human body as a holistic integrated unit. The end result is that roughly half of us are in really poor health. While I disagree with the premise of the film, I’m willing to concede that many of us aren’t healthy or fit enough to tackle major social or political change.
A secondary premise of the film is that we need to fundamentally rethink the way we use technology – mainly because we’re systematically poisoning ourselves through air pollution and toxic endocrine disruptors that mimic estrogen in our bodies. This heavy estrogen effect is a major factor in an epidemic of breast, prostate and other cancers, as well as infertility, obesity and anxiety/depression.
My favorite part of the documentary concerns the microbiome, which turns out to be primary source of our immunity. Owing to the overuse of antibiotics in medicine and agriculture (in livestock feed), most of us have experienced a mass extinction of our intestinal bacteria. This, in turn, plays an even bigger role than toxic chemicals in diseases triggered by inflammation, such as obesity, cancer, type 2 diabetes, heart disease and autoimmune illnesses.
Origins goes on to stress the importance of vaginal birth and breast feeding in establishing a healthy microbiome in infants and the avoidance of antibiotics, antibiotic soaps and commercial household cleaners and toxic chemicals in keeping it that way. Letting kids play in the dirt is another important source of beneficial bacteria. As are are fermented foods and fresh (unprocessed) chemical free foods.
I was also pleased to see the filmmakers brutally debunk the low fat, high sugar, high carbohydrate diet*** Food Inc and western medicine have been trying to sell us for the last fifty years. This is the number one reason half of Americans suffer from “diabesity” (aka metabolic syndrome), even though many of them may not realize it yet.
To their credit, thousands of doctors (according to filmmakers) are taking their patients off GMO foods, resulting in rapid relief of allergies, chronic illnesses and infertility.
I was also pleased to see the comparison filmmakers make between the soil rhizosphere and the gut microbiome. While we’ve been destroying our intestinal bacteria with antibiotics, Food Inc has been systematically destroying essential soil bacteria with pesticides, herbicides and GMOs.
Citing a recent UN study, Origins explodes the myth that GMO technology is the only solution to world hunger. According to the UN, we could double current crop yields in ten years simply by switching to organic farming methods that restore the health and integrity of our soil.
Ignore the background music (I hate documentaries with soppy background music). It’s worth putting up with for the excellent section on diet.
* Microbiome, as defined in this film, refers to the millions of intestinal bacteria that are essential to healthy digestion and immunity.
** The rhizosphere is the narrow region of soil that is directly influenced by root secretions and associated soil microorganisms.

Obama Loses Senate Vote on TPP(A)

Yet another victory for our side. The tide seems to be turning against corporate America.
Today the Guardian reported that Tuesday’s 52-45 senate vote shut down further discussion of the Transpacific Partnership Agreement. Owing to the threat of filibuster, this procedural vote required at least 60 “ayes” in order to let the Senate host discussions on whether or not to give the president “fast track” authority.* Failure to reach that threshold puts the future of the TPP(A) in jeopardy.
The proposal was defeated by Democrats wanting to add measures to protect US workers and prevent currency manipulation.
Most analysts agree that the eleven other countries negotiating TPP(A) are unlikely to agree to the treaty unless they know the US Senate will approve it without modification.
Many also believe the setback spells an end to any chance the US will sign up to the TPP(A) before the next US presidential election in late-2016.
According to the Guardian, TPPA opponents have been emboldened by the growing influence of liberal senators Elizabeth Warren and Bernie Sanders and were joined by all but one Senate Democrat in voting against moving forward with TPP.
Only one Democrat, Senator Tom Carper of Delaware, backed the measure. Pro-trade Oregon Senator Ron Wyden, who championed the fast track measure in committee, changed his vote to “no.” He’s insisting that fast track be bundled together with three other trade bills, including one that would impose import duties on countries that manipulate their currencies for unfair trade advantage.
TPP is a secret treaty being negotiated behind closed doors without input from the public or elected representatives. Documents released by Wikileaks in March revealed the TPP(A) has a clause known as Investor State Dispute Settlement (ISDS). It means if local or national governments enact legislation for greater environmental protections, health regulations or rules to assist local businesses – anything that interferes with foreign corporations’ profits – the corporations can sue them in secret tribunals run by corporate lawyers.
Here in New Zealand, we are especially concerned about a clause in the leaked text that would allow pharmaceutical companies to sue us for using generic drugs (in preference to brand named drugs) in our National Health Service. We’re also concerned the TPP(A) would enable Monsanto to sue us over laws that prohibit farmers from planting GMO crops.
Besides the US and New Zealand, the other 10 countries involved in TPP(A) negotiations are Australia, Brunei, Canada, Chile, Japan, Malaysia, Mexico Peru, Singapore, the and Vietnam.

The Ugly Truth About Monsanto and Genetic Engineering

Film Review
GMO-OMG is an excellent first documentary by a young father on a quest to understand the science of GMO technology and its impact on the environment and human health. The film starts by focusing on the general ignorance of the American public about GMOs. This contrasts markedly with other countries, where popular pressure has led many governments to ban GMOs.
What filmmaker Jeremy Seifert describes, in essence, is the systematic hijacking and poisoning of the US food supply by three companies (DuPont, Monsanto and Syngenta), all without the knowledge of the American people. At present 85% of all corn grown in the US is genetically modified, 91% of all soy and 90% of all beet sugar. In addition, most non-organic meat and dairy products come from animals fed on GMO corn and/or soy.
Seifert first learned about the potential dangers of GMOs due to a major anti-GMO protest in Haiti following the 2010 earthquake. Monsanto’s response to the earthquake was to donate 470 tons of GMO seeds, which protestors burned because of the threat they posed to their seed stock and food sovereignty.
The film highlights four broad areas:
• The powerful Monsanto lobby that engineered FDA approval of GMO seeds in the 1990s without totally inadequate scientific evidence of their safety.
• Recent research into the negative health impacts of GMOs.
• False claims by Monsanto and GMO seed merchants and farmers that GMO technology, which they erroneously claim increases yields, is the only answer to global hunger.
• Monsanto’s determination to stymie consumer choice by blocking GMO labeling laws.
Revolving Door Regulation
As Seifert ably demonstrates, the FDA is a typical “revolving door” agency. in which FDA chief Michael Taylor has alternatively worked for the FDA and Monsanto over many years. In this regulatory environment, where corporations practically regulate themselves, the FDA approved GMO seeds as GRAS (Generally Recognized as Safe), despite the absence of a single, longitudinal study demonstrating their safety in humans. None of the Monsanto studies submitted for FDA approval were peer reviewed* or longer than three months. It so happens Monsanto’s studies can’t be peer reviewed because the company refuses to release the raw data. In the research described below, rats fed Roundup Ready Corn only developed health problems after month four.
Health Problems in Rats Fed Roundup Ready Corn
In a recently published two year study by French researcher Dr Giles-Eric Seralini, rats fed a steady diet of Roundup Ready** corn developed many more mammary tumors than control rats. This was in addition to kidney, liver and pituitary damage. It remains unclear, however, whether these health effects related to the GMO corn itself or from traces of Roundup in the feed from heavy herbicide spraying. More recent studies have shown that Roundup (aka or glyphosate) causes serious health problems on its own (cancer, kidney damage and reduced sperm counts).
Organic Farming Produces Better Yields
Seifert interviews several organic farmers in the film, who debunk Monsanto claims that GMO crops increase yields. The farmers refer to thirty years of data showing that organic crops consistently outperform GMO crops, particularly during droughts and floods. On average, organic methods produce a 30% better yield. In part, the poor performance of GMO crops relates to the creation of superweeds that can’t be killed by Roundup or any other herbicide.
Monsanto Spends Hundreds of Millions Blocking GMO Labeling Laws
Seifert also interviews Congressman Dennis Kucinich (before he lost his seat in 2012) about his GMO labeling bill. Since 1997, the EU has required all foods (except meat and dairy) to be labeled for GMO ingredients. Because European consumers refuse to buy products containing GMOS, Monsanto aggressively opposes GMO labeling in the US. Seifert also discusses the GMO labeling laws passed in Vermont*** and Connecticut, which were subsequently repealed after Monsanto threatened to sue both states. He also talks about the hundreds of millions Monsanto has spent in around twenty other states to block anti-GMO legislation in 32 other states.
*Scholarly peer review is the process of subjecting an author’s scholarly work, research, or ideas to the scrutiny of others who are experts in the same field.
**Roundup Ready corn is a plant which has had its DNA modified to withstand the weedkiller Roundup. This allows a farmer to kill weeds by spraying massive amounts of Roundup on his fields without killing the corn.
***Vermont enacted a new GMO labeling law in May 2014. As threatened, the National Association of Manufacturers, the Grocery Manufacturers Association and other trade associations have filed suit to block the law. While the front pages and TV news reports in Mexico are full of accounts of ghastly levels of corruption and violence that would have boggled the imagination of the most jaded pulp fiction writer, in every corner of the country there are spaces where “you breathe a different air,” as the saying is here.
On the outskirts of San Cristobal de las Casas, famed colonial center of the southern state of Chiapas, on the wooded campus of the Indigenous Center for Comprehensive Training (Spanish acronym: CIDECI – follow the link to learn more about this remarkable alternative university) over a thousand people from all over Mexico and beyond are attending a weeklong seminar “Critical Thinking Confronting the Capitalist Hydra.” It was conceived and organized by the Zapatistas, the Chiapas-based armed insurgency that has converted itself into one of the most extraordinary experiments in regional autonomy and self-sufficiency in the history of social movements in Latin America. Along with masked members of the Zapatista army, rural peasant farmers, high school and college students, activists, teachers, artists’ collectives, members of various social and political formations like the National Indigenous Congress (Spanish acronym: CNI) are spending the week listening to a wide-ranging number of presenters from Mexico and abroad with expertise in key areas where the “hydra” now dominates: finance, government, agriculture, social welfare, communications, race and gender relations, science and technology.
And, true to the comprehensive vision of human discourse that is modern day zapatismo, they are also hearing from poets, artists, writers, historians, philosophers. The attendees pack the seats of the large auditorium and spill into the corridors and outside into the shaded walkways that surround it, using all the various ways we now have of capturing information, with an avidness and level of impassioned curiosity that would warm the heart of any college professor used to declaiming to a bored and distracted student body.
The analysis so far has been relatively concordant and not surprising: a litany of the human and ecological disaster that capitalism has wrought (not just in Mexico, but of course that is the primary focus here). The Spanish word “despojo,” which has only a much weaker equivalent in English, “dispossession,” recurs in so many presentations that it is clearly seen as one of the most fundamental characteristics of the system. “To be stripped violently of everything that sustains you” would be closer to the real meaning of this word. That is the key experience of capitalism’s innumerable losers: the mass of humans without power or privilege, and the living world.

Plows, Plagues and Petroleum: How Humans Took Control of Climate

In Plows, Plagues and Petroleum, paleoclimatologist W F Ruddiman makes the argument that the human species began interfering with climate – by increasing CO2 emissions – long before they began burning fossil fuels during the industrial revolution. After studying millions of years of ice core records, Ruddiman concludes that agricultural activities that began roughly 10,000 years ago increased atmospheric CO2 sufficiently to reduce planetary cooling and reduce a long overdue ice age.
Ruddiman’s book carefully traces the domestication of local plants and animals that occurred simultaneously in Mesopotamia, China, Africa and the Americas between 8,500 and 4,000 BC. Plant and animal domestication was accompanied by large scale clearing of forest land for fields and pasture. This massive loss of trees was accompanied by a big increase in atmospheric CO2.
Ruddiman has always been curious about periodic drops in CO2 concentrations that began around 540 AD. Theorizing that these dips correlated with temporary declines in global population, he examined historical records for evidence of wars, famines and pandemics that might have wiped out large numbers of people. What he discovered was a close link between infectious epidemics and declines in CO2 concentrations, as forests reclaimed large swaths of agricultural land.
The first epidemic in the recorded history was an outbreak of bubonic plague in the Roman Empire in 540 AD. By 590 AD, it had wiped out 40% of Mediterranean Europe. European plague outbreaks continued to occur every ten to fifteen years until 749, when a long plague-free period was accompanied by a rebound in population growth, deforestation and atmospheric CO2. By 1089, virtually all of Europe was deforested.
An even more severe plague pandemic occurred in the mid-1300s, wiping out a third of Europe (25 million people). In some cities, mortality rates were as high as 70%. The resulting labor shortage gave serfs who survived immense bargaining power. As they moved from estate to estate seeking good working conditions, they began to be treated as tenant farmers rather than slaves.
There were new plague outbreaks, accompanied by reduced atmospheric CO2, in the mid-1500s and mid-1600s.
The large pre-industrial drop in CO2 emissions occurred with what Ruddiman refers to as the North American pandemic (1500-1750. This was caused by the arrival of Europeans – who Ruddiman describes as flea infested, lice ridden peoples who shunned bathing – with a host of illnesses (smallpox, influenza, hepatitis, diphtheria, measles, mumps, whopping cough, scarlet fever, cholera and plague) to which native populations had no immunity. This was in addition to untold numbers of natives slaughtered by Europeans.
Prior to the arrival of Europeans, the population of North America was estimated between 50-60 million. Ninety percent (50 million) would die over the next 250 years. This amounted to 10% of the global population. Nearly all their agricultural settlements were reclaimed by forest, resulting in the third and largest pre-industrial drop in atmospheric CO2.
