4 years of Modi Government. 7.7% Growth. By-poll losses

This has been an interesting week in politics full of stark contradictions.
Much to the surprise of all the liberal economists and opposition leaders who have been spelling doomsday on account of demonetization and implementation of GST the economy rebounded with very impressive growth figures of 7.7%. This growth rate is only a precursor of what to expect from our economic growth in the years ahead.
This was also a week when the Modi government completed 4 eventful and successful years. For the naysayers and the doomsday predictors, nothing good has happened in India and Rahul Gandhi has given a “fail” marking to everything without once acknowledging how he has performed as the party president.
Finally, the much awaited by-polls which were supposed to signal what is likely to happen in the general elections did not go the way the ruling party had hoped for. The motley group of opposing parties that came together on an election platform with the primary objective of beating the BJP succeeded in winning and hopefully in getting the powerful BJP to sit back and think.
The one paisa reduction in fuel prices the day before the elections was unfairly played up by all media channels. We know more than 20% of the electorate takes a call on who to vote for on the night before the elections and that this ridiculous rhetoric of the 1 paisa reduction seems to have struck home in the heart, minds and possibly the wallets of even the most committed BJP voter. What was surprising was why the petroleum ministry allowed this to happen. Was this done by someone to create this impression against the BJP? If yes, it succeeded.
On a positive note, businesses are doing well, rural incomes are up, factories are producing more, corruption is down, a good monsoon is predicted, jobs have been created, GST is a success and so much more can be seen. India has record foreign reserves and the country stands tall and as a world leader.
Too much has been written about the achievements of the Modi government and will continue to be written in the coming year, for me to regurgitate what is already there in the open for everyone to see, read and experience. These are no mean achievements.
So what are the lessons that the BJP and its cadres need to take from these events?
1.   The very effective communication machine of the BJP is now becoming jaded and the spokespersons who have stayed with the narrative that they started 4 years ago are no longer convincing, primarily because their messaging has not changed. This must change and a fresh set of faces with fresh messaging need to be show cased. The ministers need to come back to the television debates rather be seen as aloof.
Instead of responding quickly to sensitive topics like fuel price, farmers throwing milk and vegetables on the roads, issues in Kashmir etc., the BJP spokespersons are simply trying to rationalize and justify these actions thus giving opposition leaders firepower to make unnecessary noise.  
Responses have to be immediate and proactive. Not after the press has picked it up and made a lot of noise.
2.  Quite clearly the opposition parties led by at least 5 prime ministerial aspirants have managed to change the narrative based on the continuous and relentless hammering of half-truths and untruths. The BJP spokespersons have been caught unawares. They need to proactively respond rather than keep talking of “in your time this happened as well.”
Former ministers of the UPA pontificate on how there is a possibility of reducing fuel prices by rupees 25 per litre but remain strangely silent on why they did not exercise this power when they were in power
3.    The shrill and irritating voices of some of the BJP ministers waxing eloquently on all the technology that existed at the time of Lord Ram is not finding favour with a very large section of the electorate. Why can't these people simply keep their mouth shut or stop exercising their need to communicate their intelligence to members of the press who clearly and looking for “masala” sound-bites to take the narrative away from the achievements?
If Hindutva is to be the platform, which I don’t think it is, then the party needs to come and say so categorically rather than try to be something for everyone.
4.   Corruption is another major issue that the electorate had hoped to see decisive and deterrent action. The opposition parties are successfully managing to pass off their sins to the BJP after 4 years in power. NPA. Nirav Modi, Mallya and so many others happened in the UPA years but BJP is explaining their position.
The BJP needs to start taking quick action that is visible and at the same time make sure that there is no possibility of opposition leaders screaming political vendetta. In Malaysia, Prime Minister Mahathir Mohammed stopped his predecessor from leaving the country within a few days of taking over.
5.     Farmers are distressed and the Dalits have started to feel they are being ignore. Though the BJP has done much more than most other Governments for farmers and Dalits, the communication from BJP has to change and the messaging to these constituencies has to be clear and concise.
No voter can possibly accept that opposing parties like the TMC and CPIM in West Bengal; the SP and BSP in Uttar Pradesh; the AIDMK and DMK in Tamilnadu; AAP and Congress in Delhi; JDS and Congress in Karnataka could possibly come together on a single platform. Then there are the minor parties like the RLD in UP who are taking full advantage. These parties have always had divergent platforms and have opposed with one another forever.
I don't think that any well-meaning and right thinking voter can expect the mahagathbandhanto project a leader today. No single individual will be acceptable to most of the other political parties and they know this. Will they fight with on a common platform? How will their election manifesto look? How can they agree on anything to do with the economy or governance or financial matters when do not agree on anything? If they manage to scrape through next year with a majority, all hell will break lose.
But the nationwide alliance of “anti-BJP” parties becomes a credible option when the single largest ruling party is not responding to what is expected from them. The hard work of changing mind sets on cleanliness and moving towards a corruption free society needs to be pursued consistently if this is to become embedded in our DNA. We cannot slip back to a corrupt set of squabbling leaders
The countdown has started for the next elections. The opposition parties have also got their act together in social media and are attacking and responding faster than the BJP social media gurus.
It will be a shame if because of their own inaction the BJP were to lose these elections. The country needs stability and Prime Minister Modi has had the courage to make very significant and substantial structural changes which will pay very rich dividends in the coming years.
Mr Modi deserves to get one more term at the very minimum to see through the reforms so as to irreversibly put India on the path of high growth for the next two decades. Only continuing reforms can help to raise the life standards of the people of India. If the Modi is not voted back to power, India will lose. 
People who have visited Singapore have always said that India needs a Lee Kuan Yew.
In Prime Minister Narendra Modi, we have got that strong, honest and hardworking leader who does not hesitate to take tough decisions and who has positioned India to take her rightful place in the World.

I have retired – What shall I do next?

So your time for retirement has come and you are wondering what to do next? Most of us do not plan for our retirement, putting off the difficult debate with oneself on the pretext that we will cross the bridge when we come to it.
Yet, inevitably, the time for superannuation arrives and we are ill prepared to face our life after. You have earned your leisure to enjoy the fruits of your work for the past 3 decades.
Yet you have to keep your mind and body active. Most people had started developing one interest or the other. Why should we be looking at any other options when so many already exist for us.
Write a book – It is generally believed that everyone has at least one book “inside” them. After I wrote my first book, dozens of friends and acquaintances told me that they too wanted to write but could not find the time. If you can think of nothing else to write, you have a lifetime of accumulated memories and experiences. Consider recording these memories in the form of a memoir that you can give to your grandchildren.
If you enjoy writing, now is the time to think of starting to write your book. There is no better way than writing a book to leave behind your legacy. Some people I know have started to record their life in video format. They record this on their smart phone and are building a library of their notes that can be left for posterity. Whatever the medium, remember that a lot of preparation is needed for this.
Learn a Language – Some friends have started to learn a language, an aspiration they have had since childhood but never found the time. 
There is senior retired Brigadier I know who has made a post-retirement career in teaching Spanish. Not only is he keeping himself very busy but also he is interacting with a new group of people whom he would never have had an opportunity to in his earlier life. He now interprets from Spanish to English and travels to Spain as an interpreter. Travel to places you have wanted to go to – I have met several couples who have decided to travel and see places that they were not able to visit during their working lives. The difference when they travel now is that they spend much more time in the city or country they wish to see. They read up much more about their destination and they try and take in as much of the local flavour instead of rushing through the visit and “ticking” off one more item on your list of countries to see.
While I was working, when we travelled on a vacation we were always in a hurry to see places since work pressures for both of us did not allow us to spend too much time in one city. Our standard excuse for rushing through was that we could always come back to see the places that we had seen and liked. Now when we travel, we spend at least one week in a country and try and take in as much as we can. Now our thinking is that we must see as much as we can because we will probably never come back again to this place.
There is a whole community of retired people in USA who have sold their homes and have decided to travel all over the world. They select a part of the world they want to see and then go and stay there for a few months. The amount of money they need is sent to them by their financial planner every month and varies based on which city they are living in. Of course, as US citizens, it is much easier for them to travel unlike us from India because of visa restrictions but we could do something similar in various parts of India that we have never visited. The prospect of living for a month in a city in some other part of India is very exciting.
Helping others – Becoming a Good Samaritan and helping people is usually not seen easily. It takes a lot of effort to reach out and help and most people see this help with a bit of cynicism.
Yet there are people who care, selflessly.
I met a retired General who had taken it upon himself to help the widows of deceased retired Army and other Defence services officers to sort out their paper work and to ensure that the documentation for pension and medical facilities was all proper. He was getting nothing in return but yet he felt he owed this to his “brother” officers after they passed away.
Back to college – There must be so many things that you aspired to learn through your college and you were never able to find the time. Did you ever think that you could do a research paper and get a PhD and add the title “Doctor” before your name? Now you can. If you want further education in any area of your choice, now is the opportunity because you have the time and you have the inclination. I met a person who had been passionate about mathematics but he had built a career in marketing. When he retired, he went back to university and obtained a doctorate in mathematics!
For most people so inclined, there is thrill in learning new things.
Become a Life / Executive Coach – You have developed many skills over your working life. This could range from excellence in sports or as an accountant or a lawyer to skills in music, arts, writing etc. you can easily start coaching classes for the adults and young adults in your home. Not only will this give you a sense of achievement and keep you busy, you may find that that you earn some money as well.
Learn to cook – I have been told that cooking can be a very therapeutic process as you create new dishes. Learn to cook.
Every conceivable recipe is now available on YouTube and if you want to surprise your spouse and family with some culinary delights, you no longer need to agonise on how to get started. Start with simple foods like making an omelet and gradually, as you understand the nuances of how long to simmer and how long to steam as well as how much spices will bring tears to your eyes and how much will be just right, you can start to invite your family and friends to sample your delights.
Planning your daily meals is a huge chore and if your spouse and you make this into a routine every morning, there will be communication between you and consensus on what you will eat at each meal!
Learn Music – Several people I know have started to learn a musical instrument. The piano, guitar and violin are generally some of the more popular instruments that people like to learn.
I too, had learned to play the Indian flute while I was in college but gave it up. I have now started playing the flute once again and this time, since I have more time, I am more determined to become proficient at playing my flute!
Read – I know a few friends who have taken to reading books, magazines, journals and newspapers with a passion. They have at least three books by their bedside and they are constantly reading and enriching themselves. They missed out on reading while they worked and I was pleasantly surprised to see that some of them actually finish several books every week. When they have time, they scour the bookshelves at the local book stores and buy whatever they like.
Get involved with Social Media and build your profile – There are many people who have started to engage with various social media platforms to share their experiences and to broadcast their views on diverse subjects. The freedom to be able to say what you wish to is empowering and exhilarating. This ability to express themselves on global public platforms keeps many individuals, engaged, occupied and busy.
At the same time I also met many retirees who categorically stated that they were afraid of using a computer so there was no question of using social media. When I tell them that my 87 year old father uses Facebook, WhatsApp and Twitter all the time, they back off with a nod that seems to suggest that they too will make the effort.
Keep a Pet – Some couples who enjoy pets have kept a dog who almost becomes like the new baby in the household. All their waking energy is spent looking after the dog and it gives them a great conversation opportunity with similar and like-minded couples.
I have seen social circles in condominiums evolve around pets. So much time is spent in talking about pets that it almost feels like we are talking about our kids and their achievements all over again!
Watch Television – With over 100 television channels, there are literally dozens of serials and information based channels to follow on a regular basis. You could have a challenge with your spouse who may want to watch news channels while you want to watch something else and I know of several homes that have had to acquire two televisions to ensure peace at home!
Pull out your old Stamp and Coin collections – Most of us would have stored away an old coin collection and an old stamp collection. For the lucky few you may have inherited a collection from your father. And I am reasonably sure that your children would not have had any interest in these collections.
So now is the time to arrange those coins and stamps. Every item you own can be checked and verified on the internet. You can also get prices for these on eBay. You may be pleasantly surprised to find a rare stamp or a rare coin in your collection that may make you a very wealthy person.
Play Golf and other games - Sports is an important part of retirement. This also helps you to stay fit and to exercise your muscles regularly. If you have been a sportsperson then it would be easy for you to continue some of the less intensive sports throughout your life after retirement but if you have not been a sportsperson, this is a good time to start a regimen of daily activity. Several people have taken to playing tennis at their local club or their condominium. This gives them the exercise as well as the ability to socialize with new and old friends.
Play Bridge, other card games – Some retirees have decided to devote their time to play bridge. They do this at different clubs and with separate partners so that they keep having a change on scene. On Sunday, they rest! Some of these bridge players are now playing competitive bridge at a national level.
Do nothing and feel guilt free – I know that the habits built over a 30 year career will take some time to break. One person who I met was very candid in stating that he had chosen to “do nothing”. Reading, napping, and daydreaming will have all the time they need in my retired life” he said. He spends a lot of time at the neighbourhood coffee shop where he meets new friends and sits for hours surfing the net while sipping coffee!
Or a combination of several of the activities listed above. This list is by no means exhaustive and there must be so many other activities that you can undertake.  
Plan on ridding yourself of that nagging feeling of guilt if you do not put every minute to productive use. If you decide to sit in the balcony with coffee in your hand for the better part of the morning, so be it.

सेवानिवृत्त हो गया - अब मैं क्या करूँ?

तो आपका सेवानिवृत्ति का समयआगयाहैऔरअब आप सोच रहे हैं कि आगे क्या करना है? हम में से अधिकांश अपनी सेवानिवृत्ति को लेकर कोईयोजनानहींबनातेहैं, और बहाने बनाते हुए ख़ुद से कड़ी बहस करते रहते हैं कि जब होगा तब देखा जाएगा।
तब भी, अनिवार्यत: सेवानिवृत्ति कासमयआताहैऔरहमउसके बाद के अपने जीवन का सामना करने के लिए तैयार नहीं होतेहैं। बीते तीन दशकों में मेहनत से काम करते हुए आपने अपने लिए यह फुर्सत का फल पाया है।                                                          अब भी आपको अपना दिमाग और शरीर सक्रिय रखना है। अधिकतर लोग कोई न कोई रूचि विकसित करने लगते हैं। लेकिन हमें अन्य विकल्पों को क्यों देखना चाहिए जबकि हमारे पास पहले से ही कई विकल्प मौजूद हैं।
किताब लिखें –आम तौर पर यह माना जाता है कि हर किसी के “भीतर” कमसेकमएककिताबछिपी होती है। जब मैंने अपनी पहली पुस्तक लिखी उसके बाद मेरे कई मित्रों-परिचितों ने मुझे बताया कि वे भी लिखना चाहते हैं पर उन्हें समय ही नहीं मिल पाता। यदि आप लिखने के लिए कुछ सोच नहीं पा रहे हैं तो आपके पास जीवन भर की संचित यादें और अनुभव तो हैं ही। अपनी इन यादों को संस्मरण की तरह एक जगह दर्ज करने का विचार कीजिए, जिसे आप अपने नाती-पोतों को दे सकें।                                       यदि आपको लिखना अच्छा लगता है , तो अब समय है कि आप अपनी किताब लिखने के बारे में विचार करें। अपनी विरासत पीछे छोड़ जाने का किताब लिखने से बेहतर कोई तरीका नहीं है। मैं ऐसे कुछ लोगों को जानता हूँ जिन्होंने वीडियो प्रारूप में अपना जीवन रिकॉर्ड करना शुरू किया है। वे इसे अपने स्मार्ट फोन पर रिकॉर्ड करते हैं और अपनी टिप्पणियों को वाचनालय का रूप दे रहे हैं, जिसे आने वाली पीढ़ी के लिए छोड़कर जा सकें। माध्यम जो भी हो, याद रखें कि इसके लिए बहुत सारी तैयारी की आवश्यकता है।
कोई भाषा सीखें – कुछ दोस्तों ने कोई नई भाषा सीखना शुरू किया है, बचपन से उनकी यह आकांक्षा थी लेकिन इसके लिए उन्हें कभी समय नहीं मिला था।
मैं एक ऐसे वरिष्ठ सेवानिवृत्त ब्रिगेडियर को जानता हूँ जिन्होंने सेवानिवृत्ति के बाद स्पेनिशभाषा पढ़ाने का करियर अपनाया है। इससे न केवल वे खुद बहुत व्यस्त रहते हैं बल्कि वे उन नए लोगों के समूह से भी जुड़ते हैं, जिनसे मिलने का इसके पहले उन्हें कभी मौका नहीं मिला था। अब वे स्पेनिश से अंग्रेजी में व्याख्या करते हैं और आए दिन दुभाषिया के रूप में स्पेन की यात्रा करते हैं।
उन स्थानों की यात्रा करें जहाँ आप जाना चाहते थे –मैं कई दंपत्तियों से मिला हूँ, जिन्होंने उन स्थानों कीयात्राकरनेऔरउन्हेंदेखनेकाफैसलाकियाहै, जिन स्थानों की वे अपने कामकाजी जीवन के दौरान यात्रा नहीं कर पाए थे। अब यह अंतर आया है कि अब जब वे यात्रा करते हैं तो वे उस शहर या देश में अधिक समय बिता पाते हैं, जहाँ वे जाना चाहते थे। अब पहले वे अपने गंतव्य के बारे में पढ़ते हैं और अधिक से अधिक स्थानीय स्वाद का आस्वाद लेने का प्रयास करते हैं न कि इतने देशों को देख लिया पर "टिकिंग" करते हुए भागते चले जाते हैं।  
जब मैं कामकाजी था, तब जब हम छुट्टियों मेंयात्राकरतेथेतोहमहमेशाजगहोंकोदेखनेकीजल्दीमें रहते थेक्योंकिहमदोनोंपरकामकादबावहमेंएकशहरमेंज्यादासमयबितानेकीइजाजतनहींदेताथा। हमारा यह बहाना तय होता था कि हम उन स्थानों को देखने दुबारा आ सकते हैं जो हमने अभी देखे हैं और हमें पसंद आए हैं। अब जब हम यात्रा करते हैं, तो हम उस देश में कम से कम एक सप्ताह बिताते हैं और जितना संभव हो उतना देख सकने की कोशिश करते हैं। अब हमारी सोच यह है कि जितना संभव हो हमें उतना देख लेना चाहिए क्योंकि शायद अब हम इस जगह पर फिर कभी वापस नहीं आ सकेंगे।
संयुक्त राज्य अमेरिका में ऐसे सेवानिवृत्त लोगों का पूरा समुदाय है जिन्होंने अपने घर बेच दिएहैंऔरदुनियाभरकीयात्राकरनेकाफैसलालियाहै। वे दुनिया के किसी ऐसे हिस्से का चयन करते हैं जिसे वे देखना चाहते हैं और फिर कुछ महीनों तक वहाँ जाकर रहते हैं। इसके लिए आवश्यक धनराशि उन्हें हर महीने उनके वित्तीय योजनाकार द्वारा भेज दी जाती है, जो इस बात पर निर्भर करती है कि वे किस शहर में रह रहे हैं। बेशक, अमेरिकी नागरिक होने से हमारे भारत के वीज़ा प्रतिबंधों की तुलना में उनके लिए यात्रा करना काफी हद तक आसान होता है, लेकिन हम भारत के विभिन्न हिस्सों में घूमकर बहुत कुछ ऐसा कर सकते हैं, जिन स्थानों को हमने कभी नहीं देखा है। भारत के किसी दूसरे हिस्से में एक महीना रहने की आशा बहुत ही रोमांचक है।
दूसरों की मदद करें –भला मानस बनकर लोगों की मदद करना अमूमन नहीं दिखता है। अपने दायरे से निकलकर दूसरों की मदद करने के प्रति बहुतेरे लोग नकचढ़े होते हैं।
तब भी ऐसे लोग हैं जो निःस्वार्थ भाव से सेवा करते हैं।                                       मैं एक सेवानिवृत्त जनरल से मिला था, जिसने अपना जीवन सेवानिवृत्ति के बाद मृत हुए जवानों की विधवाओं के लिए समर्पित कर दिया जबकि रक्षा सेवाओं के अन्य अधिकारी अपने कागज़ी कामकाजों और यह सुनिश्चित करने कि उनकी पेंशन और चिकित्सा सुविधाओं के सभी दस्तावेज उचित थे, में ही उलझे रहे। उस सेवानिवृत्त जनरल को बदले में कुछ नहीं मिला, लेकिन फिर भी उसने महसूस किया कि यह उसका गुज़र गए अपने "भाई" अधिकारियों के प्रति फर्ज था।
कॉलेज में लौटें – ऐसी कई चीजें ज़रूर होंगी जिनकी आपने अपने कॉलेज के माध्यम से सीखने की इच्छा की होगी और आपके पास उनके लिए कभी भी समय रहा होगा। क्या आपने कभी सोचा कि आप शोध पत्र तैयार कर सकते हैं और पीएचडी प्राप्त कर सकते हैं और अपने नाम के आगे "डॉक्टर" शीर्षक लगा सकते हैं? अब आप कर सकते हैं। यदि आप अपनी पसंद के किसी भी क्षेत्र में और अधिक शिक्षा प्राप्त करना चाहते हैं, तो अब अवसर है क्योंकि अब आपके पास समय है और आपका उस ओर झुकाव है। मैं एक ऐसे व्यक्ति से मिला जो गणित विषय को लेकर दीवाना था लेकिन उसने विपणन में करियर बनाया था। जब वह सेवानिवृत्त हुआ, तो विश्वविद्यालय वापस गया और गणित में डॉक्टरेट प्राप्त की!
ज्यादातर लोग जो कुछ करने के इच्छुक है, उनके लिए नईचीजोंकोसीखनेमेंरोमांचहै।                               जीवन के / कार्यकारी कोच बनें – आपने अपने कामकाजी जीवन में कई कौशल विकसित किए हैं। यह खेल में उत्कृष्टता या एकाउंटेंट (लेखापाल), वकील के रूप में या संगीत, कला, लेखन आदि में कौशल हो सकता है। आप अपने घर में वयस्कों और युवतर वयस्कों के लिए आसानी से कोचिंग कक्षाएँ शुरू कर सकते हैं। यह न केवल आपको कुछ करने की भावना देगा और आपको व्यस्त रखेगा, बल्कि आप पाएँगे कि इससे आप कुछ पैसे भी कमा सकते हैं।
खाना बनाना सीखें – मुझे किसी ने बतायाहैकिखाना बनाना बहुत ही चिकित्सीय प्रक्रिया हो सकती है क्योंकि आप नित नए व्यंजन बनाते हैं। खाना बनाना सीखिए। आमलेट बनाने जैसे आसान खाद्य पदार्थों से शुरू करें, धीरे-धीरे आपको वे बारिकियाँ समझ आने लगेंगी कि किस पदार्थ को कितनी देर उबालना है और कितनी देर तक भाप देनी है…कौन-से मसाले आँखों में आँसू लाते हैं और कितना अनुपात सही होगा, उसके बाद आप अपने दोस्तों-परिवार के लोगों को अपनी ख़ुशी बाँटने का न्यौता दे सकते हैं।
अपने दैनिक भोजन की योजना बनाना एक बड़ा काम है और यदि आप और आपके जीवनसाथी इसे हर सुबह नियमित रूप से करते हैं, तो आप दोनों के बीच संवाद होगा और आप हर भोजन में क्या खाएँगे इस पर आपसी सहमतिबनेगी!
संगीत सीखें –मैं ऐसे कई लोगों को जानता हूँ जिन्होंने कोई न कोई वाद्ययंत्र सीखना शुरू किया है। पियानो,गिटार और वायलिन आमतौर पर अधिक लोकप्रिय वाद्य होते हैं जिन्हें लोग सीखना पसंद करते हैं।
मैं भी जबकॉलेजमेंथा भारतीय बाँसुरी बजाना सीख रहा था लेकिन बाद में छोड़ दिया था। अब मैंने फिर से बाँसुरी बजाना शुरू किया है और इस बार, चूँकि मेरे पास अधिक समय है, मैं अच्छे से बाँसुरी बजा पाऊँ इसे लेकर अधिक दृढ़ संकल्पित हूँ!
पठन – मैं कुछ दोस्तों को जानता हूँ जिन्होंने जुनून के साथ किताबें, पत्र- पत्रिकाएँ और समाचार पत्रों को पढ़ना तय कियाहै। उनके बिस्तर के पास कम से कम तीन किताबें होती हैं और उन्हें वे लगातार पढ़ते हुए खुद को समृद्ध कर रहे हैं। जब वे काम करते थे तो किताबें पढ़ने से चूक गए थे और अब मैं यह देखकर सुखद हैरत में हूँ कि उनमें से कई वास्तव में हर हफ्ते कई किताबों को पढ़कर ख़त्म कर रहे हैं। जब उनके पास समय होता है, तो वे स्थानीय किताबों की दुकानों को खंगाल डालते हैं और जो कुछ भी पसंद आता है, उसे खरीद लेते हैं।
सोशल मीडिया में शामिल होकर अपना प्रोफाइल बनाएँ – ऐसे कई लोग हैं जिन्होंने विभिन्न अनुभवों को साझा करने और विभिन्न विषयों पर अपने विचार प्रसारित करने के लिए विभिन्न सोशल मीडिया मंचों के साथ जुड़ना शुरू किया है। आप जो कहना चाहते हैं उसे कहने की आज़ादी आपको सक्षम बनाती है और आपके लिए प्राणदायी होती है। वैश्विक सार्वजनिक मंचों पर खुद को व्यक्त करने की यह क्षमता कई लोगों को व्यस्त, मशगूल और कार्यरत रखती है।
साथ ही साथ मैंने कई सेवानिवृत्त लोगों से मुलाकात की जिन्होंने स्पष्ट रूप से कहा कि वे कंप्यूटर का उपयोग करने से डरते थे इसलिए सोशल मीडिया का उपयोग करने का तो सवाल हीनहींथा। जब मैं उन्हें बताता हूँ कि मेरे 87 वर्षीय पिता हर समय फेसबुक, व्हाट्सएप और ट्विटर का उपयोग करते हैं, तो वे इस बात पर राजी होते हैं कि वे भी प्रयास करेंगे।
पालतू पशु रखिए – पालतू पशुओं से प्रेम करनेवालेकुछजोड़ेंश्वानपालतेहैंजोघरमेंलगभगनएबच्चेकीतरहबनजातेहैं। उनकी सारी जागृत ऊर्जा कुत्ते की देखभाल करने में खर्च हो जाती है और इससे उन्हें ऐसे लोगों के साथ बातचीत का अवसर भी मिलता है जो उन्हीं की तरह समान विचार और सोच रखते हैं।
मैंने पालतू जानवरों के आसपास विकसित सम्मिलित अधिकार का सामाजिक दायरा देखा है। कितना सारा समय पालतू जानवरों के बारे में बात करने में बीत जाता है कि ऐसा लगता है कि हम अपने बच्चों और उनकी उपलब्धियों के बारे में फिर से बात कर रहे हैं!
टेलीविजन देखें – सौ से अधिक टेलीविज़न चैनलों के साथ, नियमित आधार पर अनुसरण करने के लिए सचमुच दर्जनों धारावाहिक और सूचना आधारित चैनल हैं। आपको अपने जीवनसाथी से चुनौती मिल सकती है जब आपमें से एक समाचार का चैनल देखना चाहता है जबकि दूसरा कुछ और… और मैंने कई घरों में देखा है कि घर में शांति बनी रहे इसलिए उन्होंने दो टेलीविज़न खरीद लिए हैं!
अपने पुराने स्टाम्प और सिक्के के संग्रह को बाहर निकालें – हममें से अधिकांश के पास पुरानेसिक्कों और पुराने स्टाम्प का संग्रह हुआ करताथा। आपमें से कुछ भाग्यशाली होंगे जिन्हें अपने पिता से यह संग्रह मिला हो सकता है और मुझे पक्का यकीन है कि आपके बच्चों को इन संग्रहों में कोई दिलचस्पी नहीं होगी।
तो अब यह उन सिक्कों और टिकटों को फिर से जमा करने का समय है। आपके पास मौजूद प्रत्येक वस्तु की आप इंटरनेट पर जाँच कर उसे सत्यापित कर सकते हैं। आप ई-बे पर जाकर इनकी कीमत भी प्राप्त कर सकते हैं। आप अपने संग्रह में दुर्लभ स्टाम्प या दुर्लभ सिक्के को पाकर सुखद आश्चर्य में पड़ सकते हैं और इससे आपको यह भी लग सकता है कि आप बहुत अमीर व्यक्ति हैं।
गोल्फ और अन्य खेल खेलिएँ - खेल सेवानिवृत्ति का एक महत्वपूर्ण हिस्सा है। यह आपको ठीक-ठाक रखने और नियमित रूप से माँसपेशियों के अभ्यास कराने में भी मदद करता है। यदि आप खिलाड़ी रहे हैं तो आपके लिए सेवानिवृत्ति के बाद पूरे जीवन भर में थोड़े हल्के-फुल्के खेल जारी रखना आसान होगा, लेकिन यदि आप एक खिलाड़ी नहीं हैं, तो इसे दैनिक गतिविधि का नियम बनाकर शुरू करने का अच्छा समय है। कई लोगों ने अपने स्थानीय क्लब या सह-स्वामित्व के स्थान को टेनिस खेलने के लिए लिया है। यह उन्हें व्यायाम करने और नए और पुराने दोस्तों के साथ सामाजिक होने की क्षमता देता है।
ब्रिज या ताश के पत्तों का अन्य खेल खेलें – कुछ सेवानिवृत्त लोगों ने ब्रिज खेलने में अपना समय बिताने का फैसला किया है। वे अलग-अलग क्लबों और अलग-अलग भागीदारों के साथ खेलते हैं ताकि रोज़ कुछ नया अनुभव हो सकें। रविवार को, वे आराम करते हैं! इनमेंसेकुछब्रिजखिलाड़ीअबराष्ट्रीयस्तरपरप्रतिस्पर्धीब्रिजमेंभाग ले रहे हैं।
कुछ भी न करें और अपराध मुक्त महसूस करें – मुझे पता है कि 30 साल के कैरियर में पड़ी आदत को बदलने में कुछ समय लगेगा। एक व्यक्ति जिससे मैंने मुलाकात की उसने बहुत स्पष्ट कहा था कि उसने "कुछ भी नहीं करने" का विकल्प चुना था। उन्होंने कहा पढ़ना, सोना और दिन में ख़्वाब देखना, मेरी सेवानिवृत्ति के बाद हर पल की इतनी ही आवश्यकता होगी। वे पास की कॉफी की दुकान में बहुत सारा समय बिताते हैं, जहाँ नए दोस्तों से मिलते हैं और कॉफी के घूँट पीते हुए घंटों नेट सर्फिंग करते रहते हैं!
या आप उपरोक्त सूचीबद्ध कई गतिविधियों का संयोजन कर सकते हैं। यह सूची किसी भी तरह से पूर्ण नहीं है और ऐसी कई अन्य गतिविधियाँ हो सकती हैं जिन्हें आप कर सकते हैं।
यदिआप हर मिनटका उत्पादक उपयोग नहींकर रहे हैं तब भीअपराध की उसघबराहट भावना सेखुद को मुक्तरखने की योजनाबनाइए। यदि आप सुबह सुकूनभरे समय में बालकनी में कॉफी लेकर बैठे रहना तय करते हैं, तो वैसा कीजिए।

Coalition Politics – What lies ahead?

Politics is the art of the impossible and no one recognises this opportunity better than all the political parties in India. Yesterday’s sworn enemies become today’s bosom buddies. Ideologies be damned. All the past vitriolic comments against one another are glossed over for the time being. Their dharma is simply “the end justifies the means.”
As the next general election draw closer, the age of coalition politics is back again.
Coalition governments have failed regularly and repeatedly in the past and yet they seem to be the only answer for the failing political parties who do not see any options for their own survival. These political parties know that the only way to a possible victory in the elections is to somehow pool their votes and their voters and cobble together a plan to defeat the powerful Bharatiya Janata Party which seems to have made a habit of winning elections.
The leaders of these parties assume that the Indian voter can once again be fooled into believing that these sworn political enemies have abandoned all their differences and agreed to come together in the interest of their states and only to further the interest of their voters!
Look at the coalition “arrangement” that came together in Bihar. Nitish Kumar and Laloo Yadav had always been at logger heads and yet they managed to convince the voters that they are willing to bury their differences and come together for the benefit of Bihar. Within a few months, cracks started to appear on the surface of these supposedly strong bonds. There was nothing in common between these two leaders and their parties. They came together on a “defeat BJP” platform and it is shameful that they were not able to stay together. The break up was waiting to happen.
The most unlikely coalition between the Samajwadi Party and the Bahujan Samaj Party, between Bua Mayawati and Bhatija Akhilesh Yadav came together for the recent bye-elections and once again managed to convince the voters of their long lost love with one another. Their success has encouraged them to announce that they will come together for the general elections. They may win a few seats as well but how long can their diverse ideology be covered up or set aside? What will happen when key handouts have to be shared like Rajya Sabha seats and lucrative Government positions? How soon will the claws be out again?
The communists do not like the Congress but they are willing to come together. The NCP of Sharad Pawar has always had differences with the Congress but these can be conveniently forgotten. The Shiv Sena has always fought elections with the BJP. One little weakness after the UP bye-elections encouraged them to try to go their own way and it is a matter of time before either they will seek an alliance with the Congress or come back to the BJP. Chandrababu Naidu walked out in a huff but his grand plans of bringing together a no-confidence motion came to naught. What next for him? Will he convince his voters again and come back to the NDA?
The Mahagathbandhan, before the next general elections is being discussed by all political parties. The challenge that needs to be addressed is that who will be announced as the leader to become the Prime Minister in the unlikely event this motley group manages to scrape through with a majority.
As a thinking individual, I shudder when I think of the following as one possible scenario of the future Government of the Mahagathbandhan.
Can we imagine a Government with Mayawati as the Prime Minister, Rahul Gandhi as the Deputy Prime Minister, Maran as the Finance Minister, Sharad Pawar as the Defence Minister, Mulayam Singh as the Foreign Minister, Mamata Banerjee as the Railway Minister and Laloo Yadav as the Home Minister?
Then there would be representatives of the smaller regional parties who would be given important ministerial berths. Imagine a cabinet with ministers from the Shiv Sena, the BJD, the TDP, the DMK and dozens of other parties. Each individual will bring the personal agendas of their party leaders with them and seek an early resolution of their own challenges and issues.
And, we must not forget that the frustrated BJP leaders like Yashwant Sinha and Shatrughan Sinha who are expected to work against the BJP in the next elections will also demand their pound of flesh and expect to be accommodated in the Council of Ministers!
Would this be a Coalition Government or a Collision Government?
Whichever way we look at it, the scenario is frightening.
Will Rahul Gandhi and his Congress party ever accept playing second fiddle to the regional satraps? Will all the other senior regional leaders accept Rahul Gandhi as their leader? Will all these leaders ever be able to sink all their differences? Or will they, in an ostrich like manner, take cover under the challenges of coalition dharma, much like Manmohan Singh did when he chose to ignore all the corruption in UPA 2?
The Government, under the leadership of Prime Minister Narendra Modi has delivered what they had promised. Forget all the interpretations that are being made by a few journalists who have, understandably, lost a lot of their prominence in this Government. Such journalists have to find something to criticise all the time and hope that some of their allegations will stick. Secularism and minority appeasement are subjects that people like to talk about.
Every economic parameter is significantly better than it was in 2014. India stands tall in the comity of nations around the World. India is now well positioned to take a leadership role in the World. Our borders are secure. Our foreign exchange reserves are at a record high. Our industry is working. Black money is under control. We are one of the few countries in the World with a single tax across the nation. There is not a single case of corruption against this Government.
The voter knows the benefit of a clear majority that brings a stable Government in the country. They understand and recognise what this Government has delivered at the centre and they have seen the substantial improvement in the infrastructure but they also know much more needs to be done. Bringing back regional parties who will fight one another at the centre will be a retrograde move and every voter recognises the vulnerabilities of such selfish alliances.
One five year term can never be enough to deliver on the promises by any well-meaning Government. Major structural changes have been done by this Government and the impact of these changes will be felt in the coming years. India is growing at record levels each year and is well positioned to grow at over 8% per annum in the next 5 years.
The BJP workers need to keep their head down and keep working closely at the ground level reasserting all the achievements of this Government. The BJP leaders need to learn to keep their mouths shut and stop making silly pronouncements on controversial topics. No matter how strong the urge to pontificate, these leaders would be well advised to simply say “no comments.”
The voters will bring back the BJP with a simple majority in the next elections and evaluate how the Government will deliver on the promises made.   
The BJP and its leadership must not panic in the run up to the elections.

गठबंधन राजनीति – इससे आगे क्या ?

  

राजनीतिअसंभव की कलाहै और इस अवसरको भारत केसभी राजनीतिक दलोंसे अधिक बेहतर औरकोई नहीं जानताहै। कल के कट्टर दुश्मन आज के जिगरी दोस्त बन जाते हैं। विचारधाराओं को शर्मिंदा कर दिया जाता है। एक दूसरे पर अतीत में की गई तीखी टिप्पणियाँ समय आने पर भुला दी जाती हैं। उनका धर्म केवल "अंत भला तो सब भला है।"
जैसेही अगले आमचुनाव करीब आने लगतेहैं, गठबंधन कीराजनीति का दौर वापस आ जाता है।
गठबंधनसरकारें अतीत मेंनियमित रूप सेऔर बार-बारविफल रही हैं लेकिन तब भी वे उन असफल राजनीतिक दलों के लिए वे एकमात्र उत्तर प्रतीत होती हैं, जिनके पास उनके अपने अस्तित्व को बचाने का और कोई विकल्प नहीं दिखता है। इन राजनीतिक दलों को पता है कि चुनावों में संभावित जीत का एकमात्र तरीका किसी भी तरह अपने मतों और मतदाताओं को साथ में लाना है और कहीं की ईंट, कहीं का रोड़ा इकट्ठा कर शक्तिशाली भारतीय जनता पार्टी को हराना है, जिसके लिए चुनावों में जीतना आदत-सी बन गई है।
इनदलों के नेताओंको लगता है कि भारतीय मतदाता को फिर एक बार मूर्ख बनाकर यह विश्वास दिलाया जा सकता है कि इन कट्टर राजनीतिक दुश्मनों ने अपने मतभेदों को त्याग दिया है और वे अपने प्रदेश या उससे भी आगे मतदाताओं के हित के लिए साथ आने पर राज़ी हो गए हैं!
बिहारमें साथ आने कीगठबंधन "व्यवस्था" का हश्र देखिए। नीतीश कुमार और लालू यादव हमेशा आपस में भिड़ा करते थे लेकिन फिर भी वे मतदाताओं के गले में यह उतारने में कामयाब हो गए कि वे बिहार के लाभ के लिए अपने मतभेदों को दफना कर साथ आने के इच्छुक हैं। कुछ ही महीनों में उनके इस तथाकथित मजबूत रिश्ते में दरारें दिखने लगीं। इन दोनों नेताओं और उनकी पार्टियों के बीच कुछ भी आम नहीं था। वे "भाजपा को हराने" के नाम पर साथ आए और बहुत ही शर्मनाक है कि वे साथ रह पाने में सक्षम नहीं थे। उनका संबंध विच्छेद होना तय ही था।                              बुआ मायावती और भतीजे अखिलेश यादव की समाजवादी पार्टी और बहुजन समाज पार्टी के बीच में सबसे असंभव गठबंधन हाल के उप-चुनावों में हुआ और फिर एक बार वे एक दूसरे के लिए अपने लंबे समय से खोए प्यार का हवाला देकर मतदाताओं को मनाने में कामयाब रहे। उनकी सफलता ने उन्हें यह घोषणा करने के लिए प्रोत्साहित किया कि वे आम चुनावों के लिए फिर एक बार साथ आएंगे। वे कुछ सीटें भी जीत सकते हैं लेकिन उनकी भिन्न विचारधाराएँ उनका कब तक साथ दे सकती है या उन्हें अलग-थलग कर देती है? तब क्या होगा जब वे महत्वपूर्ण शासकीय ओहदे जैसे राज्यसभा की सीटें और आकर्षक सरकारी पदों को साझा करना चाहेंगे? साथ बंधी मुट्ठी तब कितनी जल्दी खुल जाएगी?
कम्युनिस्टकांग्रेस को पसंदनहीं करते हैंलेकिन वे साथआने को तैयारहैं। शरद पवार की राष्ट्रवादी कांग्रेस पार्टी के कांग्रेस के साथ हमेशा मतभेद रहे हैं लेकिन उन्हें आसानी से भुला दिया जा सकता है। शिवसेना ने हमेशा भाजपा के साथ चुनाव लड़ा है। उप्र. उप-चुनावों के बाद की एक छोटी-सी कमजोरी ने उन्हें अपना रास्ता तय करने के लिए प्रोत्साहित किया लेकिन यह तो समय बताएगा कि वे कांग्रेस के साथ गठबंधन की तलाश करेंगे या भाजपा में वापस आ जाएँगे। चंद्रबाबू नायडू बहुत आवेश में बाहर चले गए थे लेकिन अविश्वास प्रस्ताव लाने में ही उनकी भव्य योजनाएँ सिफर हो गईं। वे अब क्या करने वाले हैं? क्या वे फिर से अपने मतदाताओं को मना पाएँगे और एनडीए में वापस आएँगे?
महागठबंधन, जिसकी अगले आम चुनावोंसे पहले सभीराजनीतिक दलों द्वाराचर्चा की जारही है। जिस चुनौती पर विचार किए जाने की ज़रूरत है वह यह है कि इस असंभव पंचमेल समूह  में किस नेता को संभावित प्रधान मंत्री के रूप में घोषित किया जाएगा जो बहुमत से गुजरने का प्रबंधन करता है।
व्यक्तिके रूप मेंजब मैं महागठबंधनके भावी शासन के संभावित परिदृश्यके बारे में निम्नलिखित तरीके से सोचता हूँ तो मैं काँप जाता हूँ।           क्याहम ऐसी सरकार की कल्पना कर सकते हैं जिसमें मायावती प्रधान मंत्री हो, राहुल गांधीउप प्रधान मंत्री, मारन वित्त मंत्री, शरद पवार रक्षामंत्री, मुलायम सिंहविदेश मंत्री, ममताबनर्जी रेल मंत्रीऔर लालू यादवगृह मंत्री?
फिरछोटे क्षेत्रीय दलोंके प्रतिनिधि होंगेजिन्हें महत्वपूर्ण मंत्रीपद दिए जाएंगे। ऐसे मंत्रिमंडल की कल्पना कीजिए जिसमें शिवसेना, बीजेडी, टीडीपी, द्रमुक और अन्य दलों के दर्जनों मंत्री होंगे। के साथ कैबिनेट की कल्पना करो। प्रत्येक व्यक्ति अपने साथ अपनी पार्टी के नेताओं के व्यक्तिगत एजेंडे लाएगा और अपनी चुनौतियों और मुद्दों के शीघ्र समाधान की तलाश करेगा।
और, हमें यह भी नहींभूलना चाहिए कियशवंत सिन्हा औरशत्रुघ्न सिन्हा जैसेनिराश भाजपा नेताओं केअगले चुनावों मेंभाजपा के खिलाफकाम करने के आसार हैं, वे भी अपनेहिस्से की माँगकरेंगे और मंत्रिपरिषदमें शामिल होनेकी उम्मीद रखेंगे !
क्यायह गठबंधन की सरकार होगीया टकराव  की सरकार ?                          हमइसे जिस तरहसे भी देखें , परिदृश्यडरावना है।                                          क्याराहुल गांधी औरउनकी कांग्रेस पार्टीक्षेत्रीय क्षत्रपों के इर्दगिर्दबैठना स्वीकार करेगी? क्या अन्य सभी वरिष्ठ क्षेत्रीय नेता राहुल गांधी को अपना नेता मानेंगे? क्या ये सभी नेता कभी भी अपने तमाम मतभेदों को दूर कर सकते हैं? या कि वे शुतुरमुर्ग की तरह गठबंधन के धर्म का पालन करेंगे और बाकी तमाम बातों को भुला देंगे जैसे कि मनमोहन सिंह ने यूपीए 2 के दौरान तमाम भ्रष्टाचारोंको अनदेखा करने का मार्गचुना था?                                                                 सरकारने प्रधान मंत्रीनरेंद्र मोदी केनेतृत्व में जितनेभी वादे किएथे, उन्हें पूरा किया है। कुछ पत्रकारों द्वारा की जा रही सारी विवेचनाओं को भूल जाइए, जिन्होंने इस सरकार में अपनी प्रमुखता को काफी हद तक खो दिया है। ऐसे पत्रकार हर समय आलोचना करने के लिए कुछ न कुछ तलाशते रहते हैं और उम्मीद करते हैं कि उनके कुछ आरोप टिके रहे। धर्मनिरपेक्षता और अल्पसंख्यकों का अपमान ऐसे विषय हैं जिनके बारे में लोग बात करना पसंद करते हैं।
हरआर्थिक मापदंड में इसे वर्ष 2014 मेंकी तुलना मेंकाफी बेहतर बताता है। दुनिया भर के देशों की मंडली में भारत का कद ऊँचा हुआ है। भारत अब दुनिया में नेतृत्व की भूमिका निभाने के लिए अच्छी स्थिति में है। हमारी सीमाएँ सुरक्षित हैं। हमारे विदेशी मुद्रा भंडार उच्च रिकॉर्ड पर हैं। हमारे उद्योग-धंधे अच्छे चल रहे हैं। काले धन पर लगाम लग गई है। हम दुनिया भर के उन कुछ चुनिंदा देशों में से हैं जहाँ पूरे देश में एकल कर प्रणाली लागू है। इस सरकार के खिलाफ भ्रष्टाचार का एक भी मामला नहीं है।
मतदातास्पष्ट बहुमत केलाभ को जानतेहैं जिससे देशमें एक स्थिरसरकार आती है। वे समझते और पहचानते हैं कि इस सरकार ने केंद्र में क्या बदलाव लाया है और उन्होंने बुनियादी ढांचे में पर्याप्त सुधार देखा है, लेकिन उन्हें यह भी पता है कि बहुत कुछ करने की जरूरत है। केंद्र में एक-दूसरे से लड़ने वाले क्षेत्रीय दलों को वापस लाना प्रतिकूल कदम होगा और हर मतदाता ऐसे स्वार्थी गठजोड़ की कमजोरियों को पहचानता है।
पाँचसाल की एकअवधि किसी भी सरकारद्वारा किए गएवादों को अच्छीतरह से पूराकरने के लिएपर्याप्त नहीं होसकती है। इस सरकार द्वारा कई प्रमुख संरचनात्मक परिवर्तन किए गए हैं और इन परिवर्तनों के प्रभाव आने वाले सालों में महसूस किए जाएँगे। भारत हर साल रिकॉर्ड स्तर पर बढ़ रहा है और अगले 5 वर्षों में 8% से अधिक सालाना वृद्धि की अच्छी स्थिति में है।
भाजपाकार्यकर्ताओं को अपनामस्तिष्क शांत रखकर ज़मीनी स्तर पर कार्य करने की ज़रूरत हैसिरनीचे रखने औरजमीन के स्तरपर बारीकी सेकाम करने कीजरूरत है ताकिवे इस सरकारकी सभी उपलब्धियोंको दोबारा शुरूकर सकें। भाजपा नेताओं को अपना मुँह बंद रखने और विवादास्पद विषयों पर मूर्खतापूर्ण बयान करने से खुद को रोकना सीखना होगा। कोई फर्क नहीं पड़ता कि उनकी कितनी मजबूत इच्छा प्रधान बनने की है, इन नेताओं के लिए भली सलाह यही है कि वे "कोई टिप्पणी नहीं" करें।                                                                मतदाताअगले चुनावों मेंभाजपा को आसानी से बहुमतके साथ वापसलाएँगे और मूल्यांकनकरेंगे कि सरकारकिए गए वादोंको किस तरह पूरा करती है।

UP By-Elections – Perception vs Reality

Two seats lost by the BJP in the UP by-elections and the knives are out. Three states won in the North East, a few weeks earlier and not a sound was uttered other than blame the EVM’s.
Opposition parties are predicting a huge win in the 2019 elections IF they can resolve all their differences and IF they can come together on a common platform and IF they are able to stay together, given their huge differences, to govern India.
Mamata Banerjee has pronounced that the “Beginning of the end has started.” Rahul Gandhi has announced that the “Voters are angry with the BJP” forgetting that his own candidates lost their deposit in these elections. Every opposition leader is rubbing their hands in glee and some journalists are already predicting that we will see another ruling coalition next year.
I wonder where these politicians and journalists get their enthusiasm and how easily they go through their mood swings after each election. I also wonder where they have started to hear the “alarm bells”. They are clinging to straws in the strong winds of the BJP wave that has been sweeping across the country since 2014 under the leadership of Prime Minister Modi.
Every BJP loss is a reason for celebration and everyone sounds the death knell. Every BJP win is a reason for rationalisation on what went wrong and what could have been.
On the other hand, Yogi Adityanath has accepted the mandate of the people and said that they will do introspection and plan ahead. Defeat in these elections must have hurt him the most given that he has represented the Gorakhpur constituency for 5 consecutive terms. But in his defeat he has shown grace. He has accepted that the party did not factor the unlikely alliance between the two rivals. He has also accepted that his party and his party workers were over-confident in these elections.
Most importantly the Chief Minister of Uttar Pradesh has congratulated the two winning candidates. Something that none of the opposition parties have learned to do over the years whenever they have been faced with humiliating losses.
Unlike past elections where opposition parties blame everyone and everything for their loss other than themselves, I have not heard any BJP spokesperson blame EVM’s or try and rationalise why they lost.
Quite clearly, the 2 seats are an aberration in the voting process given that the two arch rivals Samajwadi Party (SP) and Bahujan Samaj Party (BSP) have come together with the sole objective of defeating the BJP. What were the deals agreed to between bua and bhatija for these elections will definitely remain a well kept secret! The BSP desperately needs support to get a few seats in the Rajya Sabha to remain relevant and they need the SP support for their candidates now and in future.
Will this deal between bua and bhatija be able to flow through into the general elections next year? Even if this deal does not break apart, what will happen post the elections? Who will rule the roost? Bua, Bhatija orNetaji, waiting patiently on the sidelines? I would guess that behenjiwill come out the winner in this arrangement.
The success in these by-elections is a replication of the Bihar elections when two completely unlike parties with completely different leaders with vastly differing agendas, Nitish Kumar and Laloo Prasad Yadav came together with one objective to defeat the BJO. After winning the elections, the brotherhood between the two leaders was trumpeted all over the country and yet we know how long that alliance lasted and how quickly Mr Clean, Nitish Kumar realised his folly in tying up with Rashtriya Janata Dal.
The opposition is a motley group of leaders who have seen varying degrees of power in the centre and at their state over the past two decades. Dinner diplomacy has been attempted for as long as I can remember and while the photo-op holding one another’s hands makes for good press coverage, no one sees the daggers that each person is holding behind their back.
Political power gives a high like no other and it energises the cadres of each party like nothing else. Coalition governments have been the norm in India for the past few decades and we have seen new norms being set in corruption, inefficiency, political jockeying and political compromise.
The electorate is very intelligent and knows where they want to send a message to the party they want in power. They know that they can never return the corruption and violence ridden politics of the past in the state of Uttar Pradesh
The psephologists analyse trends and pretend that they know what’s coming. The last few elections have established that these political pundits have been more often wrong than right.
The opposition euphoria will be short lived as has been the case in so many previous elections. BJP is a very strong party with an incredibly efficient election machinery. The Karnataka elections are up next and I am sure the BJP is preparing for this.
At the national level, do we really want another term of the UPA with all its contradictions, infighting and uncertainties? Do we want lucrative ministries to be carved out for political parties based on the number of seats that they contribute to the coalition? We have seen this for ten years and I would be surprised to find too many individuals who did not express their frustration on the functioning of the UPA Government. And finally, do we really want to hear another comment on coalition dharma and that compromises are the norm in coalition politics?
“One swallow does not make a summer” said Aristotle and nothing is further away from the truth as we look at the results of two seats in the Lok Sabha By Elections.
“If wishes were horses, beggars would ride. If turnips were bayonets, I'd wear one by my side,” wise words from an old English poem from 1628. Politically incorrect language today but conveys the meaning better than any other set of words!
It is too early and too presumptuous to start writing the epitaph of the Bhartiya Janata Party by looking at the result of these by elections.

उ.प्र. उप-चुनाव - धारणा बनाम वास्तविकता

उत्तरप्रदेश केउप-चुनावों मेंभाजपा ने दोसीटें गंवा दीं तो तुरंत चाकू-खंजर बाहर आ गए। पूर्वोत्तर के तीन राज्यों में कुछ हफ्ते पहले ही जीत दर्ज की थी और तब ईवीएम के दोषों पर बात करने के अलावा सबकी बोलती बंद थी।                                                                 विपक्षीदल वर्ष 2019 केचुनावों में भारीजीत की भविष्यवाणीकर रहे हैं पर केवल तभी यदि वे अपने सभी मतभेदों को हल कर सकें और केवल तभी यदि वे एक मंच पर साथ आ सकें और केवल तभी यदि भारत पर राज करने के लिए वे अपने सारे मतभेदों को भूलाकर एक साथ रहने में सक्षम हो सकें।
ममता बनर्जी का कहना है कि "अंत की शुरुआत हो गई है।" राहुल गांधी ने घोषणा की है कि "मतदाता भाजपा से नाराज हैं", पर ऐसा कहते हुए वे यह भूल रहे हैं कि इन चुनावों में उनके उम्मीदवारों को जमानत राशि तक से हाथ धोना पड़ गया था। लगभग सभी विपक्षी नेता उत्साह में आकर अपने हाथ सेंक रहे हैं और कुछ पत्रकार पहले ही अनुमान लगा रहे हैं कि हम अगले साल एक नया सत्तारूढ़ गठबंधन देखेंगे।
मुझेआश्चर्य होता है किइन राजनेताओं औरपत्रकारों में इतना उत्साहकहाँ से आता है और हर चुनाव के बाद वे कितनी आसानी से अपनी मनोदशा बदल लेते हैं। मुझे तो इससे भी हैरत होती है कि पता नहीं उन्हें कहाँ से "अलार्म घंटियाँ" सुनाई देने लगी हैं। प्रधान मंत्री मोदी के नेतृत्व में वर्ष 2014 से पूरे देश में व्याप्त भाजपालहर की तेज हवाओं में वे भूसे से चिपके हैं।
भाजपाका हर नुकसान उनके लिएउत्सव मनाने का कारण होताहै और हर किसी के लिए यह मौत की घंटी बजने जैसा होता है। भाजपा की हर जीत पर वे कारण मीमांसा करने लगते हैं कि क्या गलत हुआ और क्या हो सकता था।
जबकि दूसरीओर, योगी आदित्यनाथने जनादेश कोस्वीकारा है और कहा है कि वे आत्मनिरीक्षण करेंगे और आगे की योजना बनाएँगे। इन चुनावों में हार से उन्हें चोट लगी होगी ख़ासकर तब सबसे ज़्यादा जब जिस गोरखपुर निर्वाचन क्षेत्र का उन्होंने लगातार 5 साल प्रतिनिधित्व किया हो। लेकिन अपनी हार को उन्होंने विनीत भाव से लिया। उन्होंने स्वीकार किया कि उनकी हार में पार्टी कारक नहीं है जबकि उनके दो विपक्षी दलों के गठबंधन की प्रतिक्रिया से यह पूरी तरह भिन्न है। उन्होंने यह भी स्वीकारा कि इन चुनावों में उनकी पार्टी और उनके कार्यकर्ताओं को अति विश्वास था।                                                                सबसेमहत्वपूर्ण बात यह है कि उत्तरप्रदेश के मुख्यमंत्रीने जीतने वालेदो उम्मीदवारों कोबधाई दी है। यह कुछ ऐसा है जिसे किसी विपक्षी दल ने इतने सालों में कभी नहीं सीखा, जब भी उन्हें अपमानजनक नुकसान का सामना करना पड़ा हो।
यह पिछलेचुनावों के विपरीतहै जब विपक्षी दलोंने खुद केअलावा अपने नुकसानके लिए शेष सभीको और हरचीज को दोषीठहराया था, मैंनेकिसी भी भाजपाप्रवक्ता को यह कहते नहीं सुना कि ईवीएमइसके लिए जिम्मेदार है या यह कोशिश की हो कि वे सिद्ध करें कि वे क्यों हार गए।
काफीस्पष्ट रूप से यह दिखता है कि भाजपा को हराने के एकमात्र उद्देश्य से दो कट्टर प्रतिद्वंदी, समाजवादी पार्टी (एसपी) और बहुजन समाज पार्टी (बसपा) साथ आए थे तब समझ आता है कि ये 2 सीटें मतदान प्रक्रिया का सामान्य विचलन है।         इन चुनावोंमें बुआ औरभतीजे के बीचक्या समझौता हुआउसे वे निश्चित रूपसे बहुत गुप्त रखेंगे! बीएसपी को प्रासंगिकबने रहने के लिएराज्यसभा में कुछसीटों के लिएबेतहाशा सशक्त समर्थन कीदरकार है और ऐसे में उन्हें अब और आगे भविष्य में भी अपने उम्मीदवारों के लिए सपा समर्थन की आवश्यकता है।                                            क्याबुआ और भतीजेके बीच का यहसौदा अगले सालके आम चुनावोंतक चलने मेंसक्षम होगा? यहाँतक कि अगरयह सौदा नहींटूटता है तब भी चुनाव के बाद क्या होगा? बने बसेरे पर कौन शासन करेगा? बुआ, भतीजा या नेताजी, हमें किनारे पर रहकर धैर्य से इंतज़ार करना होगा? मेरा अनुमान है कि बहनजी इस व्यवस्था में विजेता के तौर पर नज़र आएँगी।                                                                इनउप-चुनावों कीसफलता बिहार चुनावों कीप्रतिकृति है, जहाँ बीजेओ को हराने के एक उद्देश्य से पूरी तरह से दो अलग नेता नीतीश कुमार और लालू प्रसाद यादव बिल्कुल विपरीत अलग एजेंडा वाली पार्टियाँ होते हुए भी साथ आए थे। चुनाव जीतने के बाद, दोनों नेताओं के आपसी भाईचारे का ढिंढोरा पूरे देश में पीटा गया और तब भी हम जानते हैं कि यह गठबंधन कितने समय तक चला था और कितनी जल्दी मि. क्लिन (श्री स्वच्छ), नीतीश कुमार को अहसास हो गया था कि राष्ट्रीय जनता दल के साथ बंधना उनकी कितनी बड़ी मूर्खता है।
दरअसल विपक्ष, नेताओं का पंचमेल समूह है, जो केंद्र में और पिछले दो दशकों में अपने राज्य में सत्ता के बदलते समीकरणों को देख चुका है। जहाँ तक मुझे याद आता है, रात्रि भोज कूटनीतिक प्रयास रहा है और जहाँ एक-दूसरे के हाथों में हाथ डाले फोटो खिंचवाना अच्छे प्रेस कवरेज के लिए होता है, और कोई भी उस खंजर को नहीं देख पाता है जिसे प्रत्येक व्यक्ति अपनी पीठ पीछे थामे होता है।
राजनीतिकशक्ति जैसा उच्च अन्य कुछनहीं है और यह प्रत्येक दल के कार्यकर्ताओं को जिस तरह से उत्साहित करता है वैसा और कुछ नहीं। पिछले कुछ दशकों से गठबंधन सरकारें भारत में मानदंड बन गई हैं और हमने नए मानदंडों भ्रष्टाचार, अक्षमता, राजनीतिक लामबंदी और राजनीतिक समझौता को स्थापित होते देखा है।                   मतदाताबहुत बुद्धिमान है और वह जानता है कि वह जिस दल को सत्ता में चाहता है उसे किस तरह से संदेश भेजा जा सकता है। वे जानते हैं कि अतीत में वे अब कभी उत्तर प्रदेश राज्य के भ्रष्टाचार और हिंसा से प्रभावित राजनीति के दौर में नहीं लौट सकते।
चुनावविश्लेषक प्रवृत्तियों का विश्लेषण और ढोंग है कि उन्हें पता हैं कि क्या होने वाला है। पिछले कुछ चुनावों ने इसे साबित कर दिया है कि ये राजनीतिक पंडित कई बार सही न होकर गलत होते हैं।
विपक्षीउत्साह थोड़े समयजीवित रहेगा जैसाकि पिछले कईचुनावों में हुआहै। भाजपा अविश्वसनीय रूप से कुशल चुनाव मशीनरी के साथ बहुत मजबूत दल है। कर्नाटक चुनाव आने वाले हैं और मुझे यकीन है कि भाजपा इसके लिए तैयारी कर रही है।
राष्ट्रीयस्तर पर, क्याहम सचमुच तमामविरोधाभासों, विवादों और अनिश्चितताओं के साथ यूपीए नामकढाँचे का एक और शब्दचाहते हैं? क्याहम चाहते हैंकि गठबंधन में योगदान देने वाली सीटों की संख्या के आधार पर राजनीतिक दलोंके लिए आकर्षकमंत्रालय तैयार किएजाएँ? हम इसे दस सालों से देख रहे हैं और मुझे कोई आश्चर्य नहीं होगा कि कई ऐसे लोग होंगे, जो यूपीए सरकार के कामकाज पर अपनी निराशा को व्यक्त करते हो। और अंत में, क्या हम वास्तव में गठबंधन धर्म पर एक और टिप्पणी सुनना चाहते हैं कि इस तरह के समझौते तो गठबंधन राजनीति में मानक हैं?अरस्तूने कहा था "एकचाह से ग्रीष्म नहींआता (एक दिन की ख़ुशी से जीवन भर ख़ुश नहीं रहा जा सकता)" औरसत्य से दूरकुछ भी नहीं होताहै, जैसा कि लोकसभा चुनावों में दो सीटों के परिणामों से हम देख रहे हैं।
केवल चाहने से कुछ नहीं होता, वर्ष 1628 की एक पुरानी अंग्रेज़ी कविता के बड़े मानी शब्द हैं- “यदि इच्छाएँ घोड़े हो, तो भिकारी भी सवारी करेंगे। अगर शलजम किरिच हो तो मैं अपनी तरफ से एक पहनूँगा।” यह आज राजनीतिक रूप से गलत भाषा है, लेकिन शब्दों से बने किसी भी अन्य वाक्य से यही बेहतर अर्थ बताती है!
इन उप चुनावों के परिणामों को देखते हुए भारतीय जनता पार्टी के बारे में अभी से महालेख लिखना शुरू कर देना बहुतजल्दी और बहुतधृष्टतापूर्ण होगा।

Pakistan – The War Within

Pakistan holds a very special place in the hearts of most of the older Indians who see it as a dismembered part of our nation. Families were separated and property was lost. An imaginary and unfinished line was drawn through the sub-continent by Cyril Radcliffe resulting in the largest transmigration of people anywhere in the World and leaving over 2 million dead as a result of politically motivated rioting.
Pakistan, literally means “Land of the Pure.” It is another matter that nothing could be further away from the truth when one looks at its deeds and actions over the last 7 decades. Pakistan is home to Dawood Ibrahim, Hafiz Saeed, LeT, JeM, Harakatul Mujahideen, Haqqani network and dozens of other terrorist groups and continuous denials by the Pakistani establishment is no longer being accepted by the World.
What has gone wrong with this dream of Jinnah? How is his message of Unity, Faith and Discipline being addressed in modern Pakistan? Where has Pakistan, its leaders and its population, lost the plot?
Let us look at some of the challenges that are being faced by Pakistan.
Religion and the Muslim Brotherhood – Pakistan believes very strongly in the Muslim Ummah (community). The Muslim brotherhood. Pakistani journalists express shock and surprise when they are not given blind support from all other Muslim countries on their issues. While the Ummah will always remain relevant, it can no longer become a crutch to reach out to these nations for handouts and doles without a quid pro quo.
The other Muslim nations from the Ummah are not willing to provide blind support to Pakistan on their support to so many the terrorist cells housed in Pakistan. Nationalism in the other Muslim nations is based on wealthy ethnicity, language and culture rather than simply on religion as has been seen in Pakistan. This was one of the major reasons why Bangladesh broke away in 1971. How long will religion keep on feeding the appetite of the masses and for how long can religion provide jobs, development and education?
Kashmir– Pakistan does not ever want to let go of Pakistan Occupied Kashmir knowing very well that India will never give up its claim on Kashmir. Kashmir is almost a rallying cry for its leadership but this is now becoming irrelevant on the international stage and very weak within Pakistan. Secessionist movements are growing in Baluchistan and it is a matter of time before other states start to express their frustration with the Pakistani establishment.
Anti-India Sentiment – How long can Pakistan keep feeding its population with anti-India sentiments and how long will their gullible population continue to survive on a diet of hatred? When I first visited Karachi, in 2002, I was surprised to find how much animosity there was against India. For a population fed on anti-India propaganda, they know no better. History for Pakistan starts from 1947. The fact that Pakistan was a part of India is wiped out from the minds and consciousness of the people.
But reality is hitting home now. Journalists are questioning their politicians on why their country has been left so far behind. The Indian economy is almost 10 times the size of Pakistan and is growing at 7.5% per annum (4.5% for Pakistan) on a larger base.
With the growth of India, the World has de-hyphenated India and Pakistan. From a position of talking of the two nations together, India is now longer banded together with Pakistan. This must definitely be hurting the Pakistani establishment who want to be seen in the same league as India.
Victim Card – Pakistani politicians and journalists always play the victim card and go to great lengths to emphasise that they are the victims of terrorism and not its perpetrators. They have almost managed to convince the population that the entire World is conspiring against them. These people must start to understand that the World does not owe Pakistan a living and they have to stand up and take control of their own destiny.
Nuclear Power – A nation that has nuclear power knows the huge responsibility that is associated with this power. Not so with Pakistan. Not a day goes in Pakistan when its journalists or its military does not talk about its nuclear capabilities. Several prominent journalists take pride in announcing repeatedly that they are the only Muslim nation that was chosen by Almighty God to be given this power.
How long will a population, suffering from hunger, shortage of power and no jobs keep filling its stomach with the comfort of their nation being a nuclear power? How long will they keep on taking cover under their presumed nuclear deterrent? 
Corruption– Corruption has been the scourge of most developing nations of the World. In these countries, people bribe for what is theirs by right! Several countries in the World compete to be in the top 20 most corrupt nations of the World. It would give Pakistan some comfort and pride that in this one parameter, it has consistently managed to remain amongst the most corrupt nations of the World. The latest is the Panama Papers scandal which has former Prime Minister Nawaz Sharif named as one of the perpetrators.
China Pakistan Economic Corridor – CPEC, once touted as the answer to all the problems of Pakistan has come back to bite. Investments committed by China, Pakistan’s “all weather” friend have been converted into interest bearing loans which the country cannot afford. The US$ 50 billion committed has now become an albatross around the slender and weak neck of Pakistan and the country does not have the ability to even service the interest leave alone repay the debt.
Jobs have been created in Pakistani but primarily for Chinese who have been shopped out in large numbers to Pakistan. Second hand equipment to manufacture cement has been sent from China. It is rumored that there are 20 million Chinese who have been given visas to work and stay in Pakistan. The Chinese currency Yuan is now widely accepted in Pakistan and some people believe that it is a matter of time before the Yuan becomes legal tender in Pakistan. It was rumored that Pakistan has decided to make mandarin an official language. This was quickly denied but there can be no smoke without fire!
Are we likely to see a repeat of the Hambantota port in Sri Lanka where the Chinese companies have signed a 99 year lease and taken over the port? Is it only a matter of time before we see Chinese Naval ships positioned at this port?
TheFinancial Action Task Force (FATF) has, on 23rd February 2018, decided to put Pakistan on their grey list and this will have very significant consequences on Pakistan, already struggling to manage an economy in serious trouble. Unless Pakistan takes credible steps acceptable to the international community within the next three months, FATF may be the proverbial last straw that broke the camel’s back. With China voting against Pakistan on the FATF, I can almost hear Pakistani journalists stating “Et Tu China? Then fall Pakistan!”
Pakistan has only itself to blame for the situation that it finds itself in. Blaming one politician for all their faults is only a short term answer to the endemic problems Pakistan faces. The Pakistani Army which has ruled the country for almost half of its life as a nation also needs to take responsibility for the situation their country is faced with. The politicians and the Army have never trusted one another and are always watching their flanks, wary of the steps the other may take, both sides claiming to be the saviours of the nation.
The common man needs to wake and start demanding accountability from their leaders, both political and from the Army. It will take at least one generation to make a change in its mindset and that too if the process starts now. Supporting terrorism is not helping. Will Pakistan even be able to stay together as a nation of will it be implode?
Only economic prosperity in Pakistan will be able to meet the needs of the long suffering common man. Unless there are opportunities to create wealth and have prosperity for their families, religion and rhetoric will only lead towards chaos.
There are no easy answers.

पाकिस्तान - अंदरूनी युद्ध

अधिकांशपुराने भारतीयों केदिलों में पाकिस्तानका अपना अलग विशेष स्थानहै, जो उसेहमारे राष्ट्र केही अलहदा हिस्से केरूप में देखतेहैं। परिवार बिछड़ गए और संपत्ति चली गई। सिरिल रेडक्लिफ़ द्वारा उप-महाद्वीप के माध्यम से काल्पनिक और अधूरी रेखा खींच दी गई जिसका परिणाम यह हुआ कि दुनिया में कहीं नहीं हुआ होगा इतनी बड़ी संख्या में लोगों को स्थान परिवर्तन करना पड़ा और राजनैतिक रूप से प्रेरित दंगों के परिणामस्वरूप 2 मिलियन से ज्यादा लोग मारे गए।
पाकिस्तान का शाब्दिक अर्थ "पाक भूमि" है। यह दीगर बात है कि जब पिछले 7 दशकों के इसके कर्मों और कार्यों को देखें तो सच्चाई से कोसों दूर है। पाकिस्तान दाऊद इब्राहिम, हाफ़िज़ सईद, लश्कर, जैश-ए-मोहम्मद, हरक़ातुल मुजाहिदीन, हक्कानी नेटवर्क और दर्जनों अन्य आतंकवादी समूहों का घर बन चुका है और पाकिस्तानी संस्थान का इससे निरंतर अस्वीकार अब दुनिया द्वारा स्वीकार नहीं किया जा रहा है।
जिन्नाके पाक सपनेके साथ ऐसा यह क्या गलत हो गया? उनका एकता, विश्वासऔर अनुशासन कासंदेश आधुनिक पाकिस्तानमें यूँ इस तरह से कैसे पहुँच गया? पाकिस्तान, उसके नेताऔर वहाँ की आबादीने आख़िर वह कथानक कहाँ खो दिया?
आइएहम उन चुनौतियोंको देखें, जिनकासामना पाकिस्तान कररहा है।
धर्म और मुस्लिम भाईचारा- पाकिस्तान मुस्लिम उम्माह (समुदाय) में बहुत दृढ़ता से विश्वास रखता है। मुस्लिम भाईचारा। पाकिस्तानी पत्रकार तब गहरा झटका और आश्चर्य व्यक्त करते हैं, जब उनके द्वारा रखे मुद्दों का अन्य सभी मुस्लिम देश अंधों की तरह समर्थन नहीं करते। यद्यपि उम्माह हमेशा प्रासंगिक रहेगा, लेकिन इन देशों तक बिना किसी मुआवजे की उम्मीद के ज़रूरतमंदों तक मदद पहुँचाने, खैरात बाँटने के लिए यह अब और अधिक बैसाखी नहीं बना रह सकता है।
उम्माहके अन्य मुस्लिमराष्ट्र पाकिस्तान के इतने सारे आतंकवादियों को पाकिस्तान में डेरा डालने को लेकरअंधा समर्थन देनेके लिए तैयारनहीं है। अन्य मुस्लिम देशों में राष्ट्रवाद समृद्ध जातीयता, भाषा और संस्कृति पर आधारित है बजाय पाकिस्तान में देखा गया है कि वहाँ केवल धर्म पर आधारित है। यही एक मुख्य वजह थी जिसकी वजह से वर्ष 1971 में बांग्लादेश को टूटकर अलग हुआ था। कितने समय तक धर्म जनता का पेट भरेगा और कितने समय तक धर्म रोजगार, विकास और शिक्षा प्रदान कर सकता है?
कश्मीर- पाकिस्तान कभी भी पाक अधिकृत कश्मीर को अपने हाथ से जाने नहीं देना चाहता, जबकि वह बहुत अच्छी तरह से जानता है कि भारत कश्मीर पर अपना दावा कभी नहीं छोड़ेगा। कश्मीर अपने नेतृत्व के लिए लगभग बस एक नारा बन गया है जो अब अंतरराष्ट्रीय स्तर पर अप्रासंगिक-सा और पाकिस्तान के भीतर बहुत कमजोर-सा हो गया है। बलूचिस्तान में अलगाववादी आंदोलन तेज़ हो रहा है और यह कुछ ही समय की बात है केवल तब तक ही, जब तक अन्य राज्य पाकिस्तानी संस्थान से हताशा ज़ाहिर नहीं कर देते।
भारत विरोधी भावना- पाकिस्तान कब तक वहाँ की जनता को भारत विरोधी भावनाओं का दाना चुगाता रहेगा और नफरत के भोज पर वहाँ की आसानी से धोखा खा जाने वाली जनता कब तक जीवित रहेगी? जब मैं पहली बार वर्ष 2002 में कराची गया था, मैं यह देखकर दंग रह गया कि वहाँ भारत के ख़िलाफ़ कितना बैर भरा हुआ था। भारत-विरोधी प्रचार का ज़हर निगलती आबादी इससे भला और कुछ नहीं जानती है। पाकिस्तान का इतिहास वर्ष 1947 से शुरू होता है। यह तथ्य कि पाकिस्तान भारत का हिस्सा था, लोगों के दिलो-दिमाग़ से मिटा दिया गया है।
लेकिनवास्तविकता अब चोट पहुँचाने लगीहै। पत्रकार अपने राजनेताओं पर सवाल दाग रहे हैं कि उनका देश क्यों इतना पिछड़ गया है। भारतीय अर्थव्यवस्था पाकिस्तान के आकार से लगभग 10 गुना ज़्यादा है और मोटे-मोटे तौर पर यह 7.5% की दर से प्रतिवर्ष (पाकिस्तान में 4.5%) बढ़ रही है।
भारतके विकास केसाथ अब दुनियाभारत और पाकिस्तान को एक युग्म से अलग कर देख रही है। एक वक़्त था जब दोनों देशों में बात करने के हालात थे, लेकिन अब पाकिस्तान के साथ किसी सूत्र से बँधने से भारत बहुत आगे निकल गया है। यह निश्चित रूप से पाकिस्तानी संस्थान को कचोटता होगा, जो ख़ुद को हमेशा भारत के ही गुट में देखना चाहता रहा है।
बलि का बकरा- पाकिस्तानी नेता और पत्रकार हमेशा बलि के बकरे का खेल खेलते रहे हैं और इतना अतिश्योक्तिपूर्ण तरीके से बल देते हैं जैसे वे आतंकवाद के शिकार हैं न कि इसके मुजरिम। वे लगभग पूरी तरह से अपने लोगों के गले यह बात उतार चुके हैं कि पूरी दुनिया उनके खिलाफ षड्यंत्र कर रही है। अब इन लोगों को यह समझना शुरू कर देना चाहिए कि दुनिया में पाकिस्तान का होना कोई एहसान नहीं है और उन्हें खड़े होना और अपने भाग्य पर खुद नियंत्रण रखना ही होगा।
परमाणु ऊर्जा- एक राष्ट्र जिसके पास परमाणु ऊर्जा है वह इस शक्ति से जुड़ी बड़ी जिम्मेदारी को जानता है। पाकिस्तान के साथ ऐसा नहीं है। पाकिस्तान में ऐसा कोई दिन नहीं जाता,जब उनके पत्रकार या वहाँ की सेना उनकी परमाणु क्षमताओं के बारे में बात नहीं करते। कई प्रमुख पत्रकार बार-बार घोषणा करने में गर्व महसूस करते हैं कि केवल वे एकमात्र मुस्लिम राष्ट्र है जिन्हें सर्वशक्तिमान परमेश्वर द्वारा यह शक्ति देने के लिए चुना गया था।
कोई आबादी कबतकभूखसेबिलबिलाती, बिजलीकीकमी से तरसती और बिना नौकरी अपने पेट को केवल अपने राष्ट्र के पास परमाणु शक्ति होने की सांत्वना से भरती रहेगी? वे अपने परिकल्पित परमाणुनिवारक का आसरा कब तक लेते रहेंगे?
भ्रष्टाचार- विश्व के अधिकांश विकासशील देशों में भ्रष्टाचार सबसे बड़ी बला है। इन देशों में, लोग ने उन बातों के लिए रिश्वत दी है, जो वैसे भी उनका अधिकार है! दुनिया के कई देशों में विश्व के शीर्ष 20 सबसे भ्रष्ट राष्ट्रों में बने रहने की प्रतिस्पर्धा है। यह पाकिस्तान को कुछ शान्ति और गौरव प्रदान करेगा कि इस एक मापदंड में, यह विश्व के सबसे भ्रष्ट राष्ट्रों में लगातार बने रहने में सफल रहा है। नवीनतम पनामा पेपर्स कांड है, जिसमें पूर्व प्रधान मंत्री नवाज शरीफ को अपराधियों में से एक के रूप में नामित किया गया है।
चीन पाकिस्तान आर्थिक गलियारा- सीपीईसी (चाइना पाकिस्तान इकॉनॉमिक कॉरिडॉर), कहकर हम कभी पाकिस्तान की सभी समस्याओं का जवाब टाल देते हैं। चीन द्वारा किया निवेश, पाकिस्तान का "हर मौसम" में साथ देने वाले मित्र ने ऋणों को ब्याज में परिवर्तित कर दिया है, जिसे देश जुटा नहीं सकता। पाकिस्तान की कमज़ोर और पतली गर्दन पर $ 50 बिलियन अमरीकी डॉलर सौंपना भारी रोड़ा बन गया है और देश की ब्याज छोड़ केवल अकेले कर्ज़ ही चुकाने की भी क्षमता नहीं है।  
पाकिस्तानीनौकरियाँ ईज़ाद होरही हैं लेकिनमुख्य रूप सेचीनी लोगों के लिए, जो पाकिस्तान में बड़ी संख्या में दुकानदार हैं। सीमेंट निर्माण केलिए चीन से पुराना उपकरण भेजागया है। ऐसी अफवाह थी कि 20 मिलियन चीनी हैं जिन्हें पाकिस्तान में काम करने और रहने के लिए वीजा दिया गया है। चीनी मुद्रा युआन अब व्यापक रूप से पाकिस्तान में स्वीकार कर ली गई है और कुछ लोगों का तो यहाँ तक मानना है कि इसके लिए कुछ ही समय बचा है कि युआन के लिए पाकिस्तान में कानूनी निविदा बन जाएगी। यह अफवाह थी कि पाकिस्तान ने मेंडारिन को आधिकारिक भाषा बनाने का फैसला कर लिया है। इस बात से जल्दी ही इनकार कर दिया गया था लेकिन आग के बिना कोई धुआं नहीं हो सकता!
क्याहम श्रीलंका केहम्बनटोटा बंदरगाह के दोहराएजाने की आशंकादेख रहे हैं, जब चीनी कंपनियों ने 99 साल के पट्टे पर हस्ताक्षर किए और बंदरगाह पर कब्जा कर लिया? क्या सिर्फ समय की बात है जब इस बंदरगाह पर तैनात चीनी नौसेना के जहाजों को देखा जाएँ?
वित्तीय कार्रवाई कार्य बल(एफएटीएफ), जो23 फरवरी 2018 कोहुआ, उसमें पाकिस्तान को काली सूची में डालने का फैसला लिया गया है, और पाकिस्तान पर इसके बहुत गहरे परिणाम दिखेंगे, जो पहले से ही गंभीर संकट से जूझते हुए अर्थव्यवस्था का प्रबंधन करने के लिए संघर्ष कर रहा है। सिवाय इसके कि पाकिस्तान अगले तीन महीनों में अंतर्राष्ट्रीय समुदाय को स्वीकार्य कदम उठाए, एफएटीएफ हो सकता है उस कहावत की तरह वह अंतिम मार हो, जो कमर तोड़ दें। चीन ने एफएटीएफ पर पाकिस्तान के खिलाफ मतदान के साथ, मैं पाकिस्तानी पत्रकारों को यह कहते हुए सुन तक सकता हूँ-"और तू चीन? फिर पाकिस्तान गिर जाए! "
पाकिस्तानकी इस स्थिति के लिए वहखुद को ही दोषीठहरा सकता है। अपने तमाम दोषों के लिए किसी एक राजनेता को दोषी मानना पाकिस्तान के सामने जो स्थानिक चुनौतियाँ हैं उसका अल्पकालिक जवाब है। पाकिस्तानी सेना जिसने देश पर, देश की लगभग आधी से ज्यादा आयु तक शासन किया है, को भी इस स्थिति की ज़िम्मेदारी लेने की आवश्यकता है, जिसका देश सामना कर रहा है। राजनेताओं और सेना ने कभी एक दूसरे पर विश्वास नहीं किया और हमेशा अपने झंडा ऊँचा बने रहना चाहते रहे, दूसरों द्वारा लिए कदमों से सावधान होते रहे, दोनों पक्षों ने अपने को देश का उद्धारकर्ता होने का दावा किया।
सामान्यव्यक्ति को जागनेकी जरूरत हैऔर अपने नेताओं, दोनों राजनीतिक और सेना से जवाबदेहीमाँगना शुरू करनेकी आवश्यकता है। इस मानसिकता में परिवर्तन करने के लिए कम से कम एक पीढ़ी लगेगी और वह भी अगर प्रक्रिया अब शुरू होती है। आतंकवाद का समर्थन करने से मदद नहीं हो सकती है। क्या पाकिस्तान यहाँ तक सक्षम हो सकता है कि एक राष्ट्र के रूप में एकजुट रहे, क्या वह बिखर जाएगा?

केवलपाकिस्तान में आर्थिकसमृद्धि ही लंबे समयसे पीड़ित आमआदमी की जरूरतोंको पूरा करनेमें सक्षम होगी। जब तक धन पैदा करने और उनके परिवार को समृद्धि के अवसर नहीं मिलते, धर्म और बयानबाजी केवल अराजकता की ही ओर ले जाएगी।
इसके कोईआसान जवाब नहींहैं।

नीरव मोदी - राजनीति बंद करे और जवाबदेही तलाशे

नीरव मोदी घोटाला की ख़बर बने लगभग एक हफ़्ता हो गया है।                                 छोटे पर्दे पर इसे लेकर सैकड़ों बार बहस हो गई। प्रिंट मीडिया पर इस बारे में हज़ारों स्तंभ छप गए। विशेषज्ञों के इस मुद्दे पर अपने विचार थे जिसे लेकर उन्होंने अपनी राय भी दी और अंगुलियाँ भी उठीं। मुख़बिरों ने दोहराया “मैंने तो पहले ही कहा था”। राजनेताओं और पत्रकारों ने पिछले दस सालों का भंडा फोड़ा, हर किसी के पास सूचनाओं के ऐसे तीर-कमान थे जो किसी ओर की पहुँच से दूर थे। अंतत: गुस्साए टीवी एंकरों ने “देश यह जानना चाहता है” के नाम से चिल्लाना शुरू कर दिया, उन्हें लग रहा था कि ऐसा करने से उन्हें अपने चैनल के लिए ज़्यादा दर्शक मिल जाएँगे।
इन सारी बहसों का मुख्य मुद्दा क्या है? काँग्रेस, भाजपा को दोषी मानती है और भाजपा, काँग्रेस को दोष देती है कि उसने अपराधी के साथ “मिली भगत” कर उसे 11,000  करोड़ रुपए चुराकर रफूचक्कर होने में मदद की। वे यह सब केवल इस उम्मीद में कर रहे हैं कि इससे मतदाताओं के दिलोदिमाग पर अपनी कुछ जगह बना सकें और उन्हें आने वाले कई चुनावों के लिए लुभा सकें, जो कि वर्ष 2018 में होने वाले हैं, जो लोकसभा चुनावों की ओर ले जाएँगे। क्षेत्रीय दलों ने भी इस उम्मीद में प्राइम टाइम का कुछ हिस्सा अपनी झोली में डालने की कोशिश की है कि वे भी अपने नाम थोड़े "मतदाताअंक"  दर्ज कर सकें।
मोदी के नाम का दुरुपयोग करने और आरोप मढ़ने से इस गंभीर मामले को सुलझाने में कोई मदद नहीं मिलेगी। यह केवल भाजपा को कठोर शब्दों में प्रतिक्रिया देने के लिए मजबूर करने जैसा है। राजनीतिज्ञों में से कोई भी इसके नतीजों और अन्य घोटालों से हमारी अर्थव्यवस्था की विश्वसनीयता और स्वास्थ्य पर होने वाले दीर्घकालिक प्रभावों पर विचार नहीं कर रहा है।
हरकोई यहभी जानताहै किआने वाले कुछदिनों मेंइसका गुबार उतरजाएगा क्योंकि और कोई “ब्रेकिंग न्यूज़” ऊपर आ जाएगी और नीरव मोदी और उसका घोटाला पिछले पन्नों पर चला जाएगा या फिर भूला दिया जाएगा। इस सारे शोर में प्रभावित बैंक, लेखा परीक्षक, इन बैंकों के सतर्कता विभाग और नियामकों से उम्मीद की जाना चाहिए कि वे निगरानी, विनियमन और शासन के लिए जो काम सबसे पहले करना ज़रूरी है, उसे जारी रखेंगे। घोटाला करने वाला अपराधी नीरव मोदी और उसकी थैली के चट्टे-बट्टे इस बीच बड़े आराम से दुनिया के अलग-अलग हिस्सों में आलीशान होटलों में विराजमान हैं।
पर क्या कोई उन चुनौतियों को देख पा रहा है जिनका सामना बैकिंग प्रणाली कर रही है? 
यहहमारे राजनैतिकदलों केसामने इसतरह केगंभीर मुद्दोंपर आपसीसंकीर्ण मतभेदोंको अलगरखने और देश हित में निम्नलिखित प्रश्नों पर एक साथ आने कासमय है। उन्हें जवाबदेही तय करने और यदि कुछ बैंकों में लगता है कि कुछ सड़ा-गला है तो उसे कुचलने की आवश्यकता है।
1.    बैंक आधिकारिक की जवाबदेही- कोई अधिकारी कई पासवर्ड बनाकर उनके ज़रिए कैसे काम करता रहा और समझ पत्र (लैटर ऑफ़ अंडरस्टेंडिंग) की तारीख़ आगे कैसे बढ़ाता रहा? बैंक के ऐसे विनियमित वातावरण में वरिष्ठ अधिकारी कहाँ ग़ायब थे और कनिष्ठ कर्मचारी तब क्या कर रहे थे जब उन्हें दस्तावेज तैयार करने और अपलोड करने के लिए कहा गया? किसी के लिए यह कैसे संभव हुआ कि वह बनते कोशिश हर जांच और बैलेंस को बाईपास करता रहे, जिसे निश्चित ही सही जगह पर होना था? बैंक अधिकारी पहली बार पर्याप्त जमानत न होने पर भी एलओयू (लैटर ऑफ़ अंडरटेकिंग) जारी करने के लिए कैसे सहमत हो सकता है और नियमित अंतराल के बाद लगातार बिना किसी की नज़र में आए कोई इनका नवीकरण कैसे करता चला गया? अधिकारी इस तमाम लेन-देन को स्विफ़्ट (एसडब्ल्यूआईएफटी- सोसाइटी फ़ॉर वर्ल्डवाइड इंटरबैंक फ़ाइनेंशियल टेलीकम्युनिकेशन) से कैसे छिपा पाएँ?
2.   बैंक प्रबंधन की जवाबदेही- पंजाब नेशनल बैंक भारत का दूसरा सबसे बड़ा पीएसयू (पब्लिक सेक्टर अंडरटेकिंग- सार्वजनिक क्षेत्र का उपक्रम) बैंक है। यह समझना मुश्किल है कि इन एलओयू की कोई रिपोर्ट नहीं बनी और कोर बैंकिंग प्रणाली में ये ऑर्डर (आदेश) नहीं दिख पाए? क्या अन्य बैंक कर्मचारियों के साथ भी साँठ-गाँठ थी जो पूरे रास्ते को एकदम सही तरीके से ढँकते चले जा रहे थे? बैंक के शीर्ष पर बैठे बड़े-बड़े  महानुभव क्या कर रहे थे? क्या निदेशकों के बोर्ड स्तर पर इतने बड़े जोखिम का प्रबंधन करने की कोई व्यवस्था नहीं थी? जमानत के साथ देनदारियों का मिलान करने की क्या कोई प्रणाली नहीं है?
3.    अन्य बैंकों के बैंक प्रबंधन की जवाबदेही- कई अन्य बैंक भी इन बड़ी रकमों की पुनर्वित्त में शामिल थे जो खुद होकर इस भंडाफोड का हिस्सा बने थे। ये बैंक उनकी अपनी आंतरिक नियंत्रण प्रणालियाँ का क्या कर रहे थे? उनकी नियंत्रण प्रणालियों के लिए कौन जिम्मेदार था? या कि इन सारी बैंकों ने पीएसयू के अपने दूसरे भाई बैंक के “रबर के मोहरे” पर आँख मूँदकर विश्वास कर लिया और कोई सवाल नहीं पूछा?
4.    आंतरिक लेखा परीक्षकों की जवाबदेही- हर बैंक का अपना वृहत आंतरिक लेखा परीक्षा विभाग होता है जो आवधिक लेखा परीक्षा का संचालन करता है और  उसकी सीधी रिपोर्ट अध्यक्ष या उससे भी बढ़कर बोर्ड के निदेशक को करता है। यह विभाग 7 वर्षों तक क्या कर रहा था? क्या उस विभाग के लोग भी इसमें शामिल थे या क्या वे अपनी नौकरी ठीक से बजाने में पूरी तरह अक्षम थे?
5.   बाह्य लेखा परीक्षकों की जवाबदेही- तिमाही, छमाही और वार्षिक लेखापरीक्षा बाह्य लेखा परीक्षकों द्वारा आयोजित की जाती हैं जो खातों के वास्तविक चित्र को "सही और निष्पक्ष" तरीके से बताते हुए हस्ताक्षर करते हैं। वे क्या कर रहे थे? संभवतः वे सबसे ज्यादा दोषी हैं क्योंकि उनके लिए पुस्तकों में गहरे उतरकर हर छोटे-बड़े विवरण को देखना अनिवार्य था।      एकअन्य मामलेमें, एकप्रमुख लेखाफर्म कोसीमा तकखदेड़ा गयाजिसके लिए अधिकारियोंको निंदा तक झेलनी पड़ी। क्या ऐसा ही पंजाब नेशनल बैंक के बाहरी लेखा परीक्षकों के लिए नहीं किया जाना चाहिए था?
6.   भारतीय रिज़र्व बैंक की जवाबदेही- हमारे देश में बैंकिंग के अंतिम प्राधिकरण के रूप में, विश्व के सबसे अच्छे प्रबंधित सेंट्रल बैंकों में से एक भी चूक गया। बैंकों से सेंट्रल बैंक को रिपोर्टिंग की क्या आवश्यकताएँ हैं और ऐसे मामलों में, यदि कोई कार्रवाई होती है, तो वह क्या की जाती है?
जाहिरहै, किसी एक बैंकके एकविभाग मेंनहीं बल्किकई बैंकोंके कईविभागों मेंप्रणालीगत विफलतारही है। ऐसे लोगों की लंबी श्रृंखला है जो मिलीभगत से अपराध को अंजाम देते हैं और इस श्रृंखला की बघिया को कहीं न कहीं उधेड़नी ही होगी, स्पष्ट जवाबदेही तय कर अपराधियों के खिलाफ सख़्त से सख़्त कार्रवाई करनी होगी। जहाँ कमज़ोरियाँ नज़र आ रही है और बैंकिंग प्रणाली में जहाँ विश्वास भुरभुरा हो गया है, वहाँ स्पष्ट और ठोस जवाब स्थापित करने होंगे, यह बेहद महत्वपूर्ण है कि जितनी जल्दी हो सके इससे निपटा जाएँ।
जबकिबैंकों कोसंख्या कीसुभीता है, क्योंकिइतने सारेलोग शामिलहैं, यह भी सोचना होगा कि क्या नीरव मोदी हिमखंड का केवल सिरा है और इस तरह के या दूसरे कई घोटाले पहले से ही सार्वजनिक क्षेत्र की बैंकों की बैलेंस शीट के "दबाव में" छिपे हुए हैं। हमारे सामने पहले से ही रोटोमैक और विक्रम कोठारी की एक अलग कहानी तैयार हो रही है, जहाँ डिफ़ॉल्ट (अप्राप्य) राशि 2,900 करोड़ रुपए से अधिक तक पहुंच गई है!
निष्कर्षजो भीहो, कार्रवाईबहुत तेजहोनी चाहिेएताकि जो लोग भविष्य मेंभी कभी बैंकोंको धोखादेने के बारे में सोचे तो वे एक बारगी इसे गंभीरनिवारक केरूप में अवश्य देख लें। इस बारे में किसी भी तरह का विलंब टालमटोल या कमज़ोर पड़ जाना जाँच के उद्देश्य को परास्त कर देगा और पहले से ही निंदक मतदाता जाँच एजेंसियों पर विश्वास करना बंद कर देगा। यदि ऐसा न हुआ तो जो आम धारणा है कि हमारे देश में धनी किसी भी चीज से बच निकलता है, वह बड़ी आसानी से और भी प्रबलित होती रहेगी।                                                   … और इसकेबाद यदि  यहपाया गयाकि कुछराजनीतिक दल इसमें शामिलथे,  तो हमेंअपने दोषीराजनेताओं कोनहीं बख़्शनाचाहिए। तब तक, मेरा राजनेताओं से अनुरोध है कि पेशेवरों को अपना काम करने देना चाहिए। एक दूसरे पर दबाव डालते रहने से बैंकों और जाँचकर्ताओं पर दबाव कम हो जाता है। यदि इस घोटाले के ज़रिए किसी राजनीतिक लाभ की आवश्यकता है, तो उन्हें जाँच एजेंसियों को अपना कार्य पूरा करने देना चाहिए और अगली चुनावों से पहले अपराधियों को गिरफ़्तार करना चाहिए।                                इसके जवाब तत्काल मिलने की आवश्यकता है, इससे पहले कि नीरव मोदी एक और माल्या बन जाएँ। देरी केवल कानूनी लड़ाई में जांच एजेंसियों को बांधे रखने का काम कर सकती है जबकि वह व्यक्ति दुनिया की परवाह किए बिना अपनी शानदार जीवन शैली को बनाए रखना जारी रखेगा।
जब मैं यहलेख लिख रहा था, समाचारपत्रों मेंएक समाचारछपा देखा, जिसमेंकहा गयाहै किनीरव मोदी ने यह कहते हुए पंजाबनेशनल बैंकको लिखाहै कि उनकी जल्दबाजी और आतंक ने बैंक की वसूली की किसी भी संभावना को खतरे में डाल दिया है। उसने पहले ही 11,000 करोड़ रुपए में से 5,000 करोड़ रुपए की राशि लौटा दी है। उसका दावा है कि बैंक ने निरंजन मोदी ब्रांड को नष्ट कर दिया है। उसके वकील का दावा है कि अब तक कुछ भी साबित नहीं हुआ है। नीरव मोदी ने कहा है कि "पीएनबी ने हर बात सार्वजनिक कर देने से बकाया राशि के सभी विकल्पों को बंद कर दिया है।"
यह जले पर नमक छिड़कने जैसा होगा यदि पंजाब नेशनलबैंक को नीरव मोदीब्रांड केविनाश केलिए 11,000 करोड़रुपए केनुकसान केदावे का कोई कानूनी नोटिस मिल जाता है!मुझे हैरत तो तब होगी अगर ऐसी कानूनी नोटिस पहले से ही मेल में नहीं हो!!
