Uçman graduated from Istanbul University, Faculty of Literature, Department of Turkish Language and Literature in 1972, where he worked as a librarian. In 1976, he joined the editorial board of the Encyclopedia of Turkish Language and Literature, and in 1978 he worked as Mehmet Kaplan's assistant. After completing his doctorate in 1981, he was appointed associate professor (1996) and then professor (2002). He worked as a proofreader for the Encyclopaedia of Islam of the Religious Foundation of Turkey.
His first article ‘Mansur Bey ve Düşündürdükleri’ was published in Hareket magazine in 1972.
