Randy Chapman is a legal professional who has worked with Disability Law Colorado (DLC) since 1977. He held the post of the director of legal services for DLC from 1980 to 2015, and continues to work with them as of counsel. Randy holds a law degree from the University of Texas at Austin.

He also drafted the due process language in the state statute and had significant input in the development of the Colorado Department of Education’s complaint process for children in special education.
Chapman has overseen legal representation to more than 25,000 people with disabilities in Colorado and made more than 700 presentations on disability law. In 1998, he was awarded the Martin Luther King Jr. Humanitarian Award by the Martin Luther King Jr. Colorado Holiday Commission. In 2010, he was recognized by the Parents Encouraging Parents program of the Colorado Department of Education for 30 years of “making a difference in the lives of students with disabilities and their families.”
