I don't know as I have that problem. I have tons of ideas. It's mainly a matter of leaving it lie in my mind to ferment and then bring it to the surface when I can focus on it to at least get it started, or return it to the subconscious to ferment some more. I don't worry about not progressing, even if it takes years. If the fermenting is successful, the elixor will be ready to decant for that year's vintage.

Writing helps clarify things in my mind, and I enjoy getting to share my thoughts, Hopefully, they are also useful to others, as I know the sharing is valuable to me as well.

The usual: one foot in front of the other, and don't give up.

I think a lot about what I see and experience. Sometimes there is an immediate idea of how that is significant, but sometimes it takes a little while and then comes up in a usuable idea (I purposely just let it sit and work on itself subconsciously). Then it's a matter of writing something down quickly so it doesn't disappear. And let it sit some more, sometimes a long time, and then try to elaborate to see if it is ready for more serious work. Otherwise, it can ferment some more . . . or disintegrate due to a lack of growth.

It's something I've thought about for years but came into focus while I was teaching middle school students. The question started with why kids get into trouble, and the answer eventually boiled down to they wanted to control as much of their life as possible and sometime this need ran into conflict with teaching goals. This is detailed in the Introduction to my book. From that point on, the implications of the idea expanded tremendously.
