Keep a list of ideas so you always have something to go back to during the dry spells. Make a detailed outline of your stories when you are feeling inspired so you have a framework to follow throughout the entire process. Finally, write no matter what. You can always throw it away and rewrite it again tomorrow if it doesn't turn out!

I am a huge fan of martial arts movies and television shows, particularly the ones based on Chinese wuxia novels. Even though I speak Mandarin well enough to follow most of a movie or TV show, I do not read Chinese well enough to read the original novels and almost none of them are translated into English... so I decided to write something myself. I do not really call it a wuxia novel but it is definitely inspired by wuxia novels, the movies they spawned and maybe I drew a little from gladiator movies, too.

Same advice I was given by another author: Get off your butt and write a book. Creative people can come up with plenty of reasons not to do something... do not fall into the trap!
