I certainly keep an actual number. This year it's 79. I have 50 books on my To-Read shelf, so it gives me plenty of flexibility. My point was more that I want to make sure I get to these books that have caught my interest at some point in the past instead of putting them off. I'm pretty sure I still have some that were on my list the beginning of last year and maybe even two years ago. So this is just a way to keep me to turning over the list.
Also, the list is sorted according to how excited I am over the book, how immediately it is available to me, what format it is, etc.

In a way, your method requires you to pick a number anyway, since you have to have some idea of how much you can "read in the reasonably near future". You may be thinking books per month, or books per 2 months. But whatever metric you use to keep your shelf low, can be converted to a books-per-year number and then it will be easier to track progress and affords you the freedom to get sidetracked (life is too short and side tracks are fun).
I certainly understand wanting to keep the To Read shelf small and manageable. But you can also create additional shelves. You can have an A-List of books you want to read imminently, a B-List for books to read if you get through your A list, and a C-List to dump books into for next year.
