So I get how the Satsuma clan concentrated on the navy but why were they still an important player after the 1877 rebellion even if some members were on the government’s side?

The footnote about anxiety at the revelations of the US plot by the brave revelation of information provided by a double agent by Arbenz at the end of chapter 11 made my stomach sink like a stone.
