I’d say the first rule from Carnegie depends heavily on the circumstances and the type of person you are dealing with. With close friends and family, and acquaintances, this certainly is the preferred way of dealing with people. But for mere strangers on the street, forgiving someone from reparations to damages done on you might not be of much use, and could instead convey the wrong message to the other person.
