I feel like some of the topics brought up in this small section could do with more exploration. It sometimes feels like the author is devolving a bit into vague gesturing at the "newness" of cyber threats, without really breaking down why military responses at the time were deficient or naive. Perhaps I am just being overly critical here though.

The overuse of the word "diaspora" here was pretty apparent.
