It is an instance of the formation of new words, for in its present sense it can hardly be older than motor-cars.

The educated man pictures a horde of submen, wanting only a day’s liberty to loot his house, burn his books, and set him to work minding a machine or sweeping out a lavatory. “Anything,” he thinks, “any injustice, sooner than let that mob loose.” He does not see that since there is no difference between the mass of rich and poor, there is no question of setting the mob loose. The mob is in fact loose now ->

“A tramp tramps, not because he likes it, but for the same reason as a car keeps to the left; because there happens to be a law compelling him to do so. A destitute man, if he is not supported by the parish, can only get relief at the casual wards, and as each casual ward will only admit him for one night, he is automatically kept moving”

“A tramp’s tobacco is picked up cigarette ends, and he starved if he is more than a few hours away from the pavement. Most of the men were too bored even to talk; they just sat packed on the benches, staring at nothing, their scrubby faces split in two by enormous yawns. The room stank of ennui”

“It is curious how people take it for granted that they have a right to preach at you and pray over you as soon as your income falls below a certain level”

“In all the modern talk about energy, efficiency, social service and the rest of it, what meaning is there except, ‘Get money, get it legally, and get a lot of it’? Money has become the grand test of virtue. By this test beggars fail, and for this they are despised”

“But then, what is work? A navvy works by swinging a pick. An accountant works by adding up figures. A beggar works by standing out of doors in all weathers and getting varicose veins, chronic bronchitis, etc. It is a trade like any other; quite useless, of course, but then, many reputable trades are quite useless”

"The mass of the rich and the poor are differentiated by their incomes and nothing else, and the average millionaire is only the average dishwasher dressed in a new suit. Change places, and handy dandy, which is the justice, which is the thief?"

Can’t believe I haven’t read this until now. Love Orwell and this misfit group of penniless scofflaws he’s working with at this hotel. Poverty brings together some interesting characters!
