Directly descended from the head of the first English settlement on Cape Cod, Ellis is a 12th-generation Cape Codder. He served in the Air Force during the Korean War, and graduated from the Honors College, Michigan State University. He also studied at Kansas State Teachers College (Emporia) and the University of Connecticut. He headed the Crime Analysis Unit of the St. Louis (Mo.) Police Department and worked as a management consultant for the International Assn. of Chiefs of Police before turning to governmental research for good government organizations in Hartford and Boston.
