Need to split "reader" adaptation

A picture book is intended for one-on-one or storytime reading. A "reader" is a rectangular shaped book that is leveled for the different levels of reading ability. Several different companies produce their own types of leveled readers and the levels differ between companies. But the general principle is the same. Depending on the level readers will encounter one 3-5 word sentence per page in lower levels and graduate through the reading levels until levels 4/5 where they read several 6-7 word sentences per page. Vocabulary is very simple in level 1's and often rhyme, as where the upper levels have much more difficult vocabulary.
My point being that the board book, reader, and original picture book DO NOT share the same text. All three books are differnt. David Kirk ADAPTED the board book and reader so that it is more baby/toddler/early reader friendly. For those of us who are real-life librarians and work with children and are GR friends with many of our parents so that they may rely on our recommendations, having these editions separate is a big deal.
I've read the manual, and in this case, particularly "rules for combining book editions," but am still confused.
My question is this: why is the original "Miss Spider's New Car," isbn: 0590307134 combined with the ADAPTED "reader" version isbn: 04398306x?
The reader version is NOT the same book. The text is not the same; it has been adapted for children in the process of learning to read. Hence the "Scholastic Reader" edition.
Any and all input would be greatly appreciated. I don't want to make the change just to get my hand slapped later.
Thanks,
Melanie H.
