SOLVED. Retiring FBI or cop, always called by his last name, maybe begins with a P [s]

This is driving me NUTS! I read this a few years ago and cannot remember the title or the author. It's this guy's last year as a cop or in the FBI, seems like he was overweight and drank a lot. I think he lived in a house where the backyard always flooded. This girl is taking his place and his papers are a mess and she can't make heads or tails of them. She ends up living with him. She starts to work on some case and he gets sucked into it. He breaks his arm I think. He was really mad because he was going on vacation.
