The book talks about an underground city where people live and make nuclear weapons for Russia. It is told by a woman who adopts a child. I know this isn't much to go off of but it is all I remember.

It had to be somewhere around 2000-2002. At the time I believe it was only a couple of years old.

Do you recall when the book was set -- was it set during the Cold War for example, or modern day, or near future? Do you remember the general "feel" of the book: mystery, horror, dystopia, general fiction? Was it a middle grade book, or YA, or adult?

It was set in present day and had a mystery feel to it. I believe it was adult.
