"The graded readers in this series aim to provide learners of English with a pleasurable reading experience. The series, which should appeal to a wide age range, exposes students to a variety of styles and kinds of English and the books contain puzzles and exercises based on the text. The grading system is based on lexical controls, structural controls and guidelines on sentence length and complexity. Books in Level 5 have a vocabulary of 2000 words."
This has a vocabulary of 600 words.

If it has the same content, its level of English difficulty hardly seems relevant to whether it should be combined.

It has the same TITLES but the text will be very different. But no more different than a foreign translation.
The text is not always different on such books. They frequently take exiting works and rate where they fit in their reading level scale, rather than editing to fit.

True, but suggesting that a collection of 31 of Asimov's best stories only has a vocabulary of 600 words is tantamount to blasphemy.
heh! Ok, got me there.
But if they are matching lists of stories, I would still vote for combining them.

It only has 48 pages and has been "abridged and simplified by Lewis Jones."
Less than 10% the length would explain the 600 word thing.
Yeah, does sound like it should stay separate, then.
