While Voldemort is the image of Hitler in the Holocaust, Umbridge is more of an example of any toadying evil we see every day when ordinary people ignore what is right to get ahead. While Voldemort's evil was grand in scale, there are more Umbridges in the world than Hitlers. But neither of them would be my friends!
Umbridge is my most hated literary character EVER! I love the Order of Phoenix but I couldn't enjoy it as much because of her.

Hate Umbridge. As far as villains go, I really liked Voldemort. He had a vulnerable quality to him that Umbridge did not.
I can't stand Umbridge. Her annoying little "AHEM" is enough to push me over the limits...and the fact that only she thinks she always knows what is right is a great example of (I hate to say this but...) our goverment and/or leaders. If you disagree with what we think then I'm going to punish you no matter how right you are.
Voldemorts character is much deeper than Umbridges by far so I think that Umbridge is much worse than Voldemort. There is prof in Harry Potter that he has a soul with Umbridge there is not.
Umbridge. Voldemort was a well done character, even if he was evil. Umbridge was just... annoying.
Y'all are crazy. Voldemort is much, much, much worse than Umbridge - he is incapable of love. Umbridge, while annoying, could still change her mind and reform. I think it's a mistake to judge female characters more harshly than male characters. Ingrained sexism, yo.
The funny thing is, if you ever see the Leonardo DiCaprio movie 'J. Edgar,' you'll realize that J. Edgar Hoover (in that movie portrayal) and Dolores Umbridge act exactly alike.
Voldemort. Definitely Voldemort. Does his nose kind of creep you out? (ahem, plastic surgery stuff up, ahem)

Voldemort. No question. He's much more clever and ruthless-not to mention, driven, powerful and he seems to know an awful lot of spells no one else does. Umbridge is just mean and bigoted. And icky. And really irritating.

i hated Umbridge... I still have a hard timer reading Order of Phoenix because I just hate her so much... I think Voldemort is interesting, a kind of evil that makes you wonder what happened, what moves him... I hated Umbridge much more than Voldemort...
Umbridge for me! I got aggravated beyond belief reading Order of the Phoenix, despite the fact that Voldermort actually killed people.

Obviously Voldemort is more evil, but I disliked Umbridge more. I also disliked Mundungus more than I disliked Voldemort (ingrained phobia of poor people, I assume).

Bellatrix is one of my favorite characters! Of course I would pick Umbridge! I hated her. There were not many characters that I just hated, but Umbridge was one of them. (Cho one of the others >.< )
I would have to say Umbridge as she looks like my mother in law and she takes pleasure in torchering us with her singing voice.Umbridge is sadistic

Again, the idea that "Umbridge still could change her mind" doesn't mean anything. It isn't the thought that counts. If anything, this makes her a worse character, because she actively chooses not to reform while Voldemort is "incapable" of having that choice.
Voldemort is a fun villain, but Umbridge is just mean. Voldemort is much worse, there would be mass graves if he won. But for some reason, that petty meanness just gets under people's skins.
I gree with Umbridge because i's obvious Voldemort is evil. But Umbridge was supposed to be nice and understanding so it makes her even more hated that she turned out to be a psychotic B.

Yeah Voldemort is evil and has done horrible things but I mean no Voldemort means no story and I believe Voldemort as a character is very well build.

I think it is because Umbridge is more real. We've all met people who are a little (or if we're really unlucky a lot) like her so she's somebody we recognise. I hope none of us have ever met anyone remotely like Voldemort - although Tom Riddle is another kettle of fish.

personally they are kinda even to me but Voldemort, sure he kills people and stuff but someone who wears that much pink is up to something if she isn't five. still voldie is the most evil guy and i respect him.
Umbridge...no contest. I mean Voldemort was like Santa compared to her. I know it seems weird but I would rather be attached to Voldemort's hip than spend one second with Umbridge. SHE WAS SO TWISTED AND SHE SMILED CREEPY!!!

Well actually "Umbride" makes me think of bridezillas, and "voldemart" is similar to Walmart. In this case, we are all wrong and they are equally evil. ;)
Dolores I think. She had power that the ministry of magic actually gave her, they supported her, is like all of that power in the wand of an evil witch, and she was doing 'according to law' Voldy on the other hand split his soul, hide his little trinkets around and then .... but this crazy woman had lots of power with no horcruxes.
in terms of evil VOLDEMORT. He does not have a nose for goodness sake and he killed so many people. But while I think that voldemort is worse I HATE UMBRIDGE. I really really hate Umbridge and she is just so evil and mean and her little annoying voice makes me want to throw something. I prefer voldemort's character. and I like commenting on the whole no nose thing...
Even though Voldemort it's the big antagonist, i definitely think Umbridge it's the worst, because she was a very cruel and hypocritical character who constantly hurt and annoyed students just because she though she was right and didn't have a real goal like Voldemort.
This is an amazing topic, because to be honest I found Voldemort a more open villain whereas Umbridge pretended to be good and was always sniffing aroun for more power.Also I feel like Voldemort didn't choose to be evil, he was abandoned by his father and his fathers family, his mother died leaving him in an unloving orphanage so he must of enjoyed being in control of his life when he found magic and Hogwarts and so went on to become evil just to keep this power. Umbridge on the other hand, although the books don't mention her childhood, she always has power but just wants more and wants to consolidate her position with people who let her have her own way.
Voldemort is a sociopath, no doubt. He has no remorse, no ability to know wrong from right, no concept of love, and no apologies for who he is.Umbridge, though, is a woman who has chosen to embrace the bad. She knows better, or she would never pretend to be good. She is sadistic (I shall not tell lies), prejudiced ("creatures of near-human intelligence"), and deliberately self-serving ("what the minister doesn't know won't hurt him").
People who are creatures without conscience are less disturbing to me than people who know better, but choose consciously to be evil. Even though I do not cheer for Voldemort in any shape or form, I don't hate him for who he is.
Umbridge is worse, in my opinion. Completely.
UMBRIDGE..! what with her fancy pink frills and "sweet/sugary" smile and not to mention her fake 'ahem's.....ughBut then as Sirius say world isn't divided into good people and death eaters...so maybe she's just a sad nutcase ...

WELL! I'll choose Voldy.I find Umbridge hilarious, it great to irritate her. Voldemort's too serious for me, scary but kind of boring.
Voldemort is the sum of his choices. He became what he was by choice, not because he didn't know any better. He's worse than Umbridge. But Umbridge seems like just a mean person, someone you could easily meet in real life, if they had enough power over you.
I once thought that Voldemort represents pure evil, and that Umbridge represents more of a conflicted kind of evil. Now I know J.K. Rowling was too smart for this kind of characters. Voldemort had many conflicts in his youth too, even more than Umbridge. Now I think Voldemort represents the "bad guys", or the people that hurt others for revenge or to satisfy his blood thirst. Umbridge, though, represents the mean authorities. J.K. Rowling tried to protest against the authorities today, that the motive of the government is punishing severely rather than law and justice.

Since Voldemort and Umbridge come from different motives and do different kinds of evil, I don’t think their evilness can be compared.

They're both horrible human beings, but Voldemort was more interesting and I always loved reading the scenes that he was in. However Umbridge was irritating and I just wanted her gone, I mean really kittens and pink doilies!! Creepy.
