(In the Half-Blood Prince's book, the spell has nonverbal written next to it, yet Hermione whispers it when she uses it in DH. I know verbal spells can be cast nonverbally, but is it possible the other way around? They do say the spell out loud in the movie, but as that's the movie, it hardly counts.)

Maybe this question required too much inferring. It's true that Cedric got 47 points for the second task. At the beginning of the third task he and Harry are tied for first place. Bagman says they each have 85 points, which means Cedric was awarded 38 points for the first task.
Not meaning to be picky, but the first potion that Harry makes in Slughorn's class is the Draught of Living Death.
