Ness explained that the the trilogy had been inspired by the idea that people are constantly connected through new technology and media. That it's hard for one to think in silence, thus granting him the idea for the noise and constant broadcast of thoughts. From there he was able to expand on his idea for the rest of the novel.
So, I would say that if Ness creates another series it could possibly be due to another similar inspiration on the modern state of our world's culture. I wouldn't be surprised if he wrote a work that derived from the idea of the power of government or something similar to that. Then again, Ness seems to focus more on the culture that is popular amongst the youth, and social networking is just one of the many facets of that. He might write a novel that could be focused on the influence of media and such, but I'm pretty certain that he's going to let Todd's and Viola's story end and make room for new characters if he decides to create a new arc.
