I read this book probably 40 years ago. It is something like the Adjustment Bureau but different. The book opens with time stopped and someone moving an ashtray in a scene in the past and thereby changing history. I do remember something about running water like in the Adjustment Bureau but the story ends with the hero following the heroine back in time to before the 'bureau' was created and so they can be safely together. I hope someone can help. This book has been haunting me!

The Adjustment Bureau was apparently based on a story by Philip K. Dick. Maybe that's it?http://en.wikipedia.org/wiki/Adjustme...
No, the Philip K. Dick story doesn't have that plot (and doesn't involve time travel at all). So I don't think that's likely to be it.
I was so sure when AB came out that that was it, but no. I did read The Adjustment Team to make sure and it is not the same book.
You're very welcome. I reread End of Eternity just a couple of years ago, and enjoyed revisiting it.
