I think Leo is just Sammy's grandson, not any of that 'rebirth' stuff because why would he get reborn into someone who looked like him and had the same last name?

Also, we haven't seen enough interaction between Hazel and Leo to determine anything. Plus, I think that Hazel is actually in Leo's league and we all know that Leo only likes girls that wouldn't ever date him.

Not to mention how much Hazel and Frank like each other.

So, I vote Frank.

1. Leo isn't 'in love' with Thalia. He just likes her a lot.
