I disagree with most of these suggestions. As much as I love some of them, they're totally wrong for the role.Zac Efron, Robert Pattinson, and Ryan Gosling rock, but I don't think any of them are right for Finnick.
Collins describes him as a muscular, tan, bronze-haired dude with sea green eyes. He's 24, so he needs to look more mature than Katniss.

I like him, but I still don't think he's perfect for Finnick. He comes across as a little too goofy and not "dreamy" enough.

Even though I know Finnick is supposed to be what...like 24 - 26ish, while I was reading the books, I always saw him as a younger Robert Downey Jr. Since he's all cocky and sarcastic. Too bad he wouldn't be able to play him in the movie...too old :(

when i was reading the book i kinda imagined Finnick to look a bit like Ian Somerhalder i think he could do a pretty good job of it :S just my opinion
