I think it's a bit hypocritical, considering she rants and raves about the cruelty of the Games, yet she is willing to throw Capitol children into the same conditions.
The end was rushed, but there wasn't much more the author could say before the end was too wordy.

She only said yes because she was testing Coin. That's also why she decided to kill Coin, too, because Coin failed the test she was using against her

True, very true. I don't think we aren't actually sure of Coin's true character until she asks the question, "Should we have another Hunger Games?"...before that it was all a matter of opinion.
I still don't get why Katniss said yes to another Hunger Games. After everything she's been through you'd think she'd be the last person to optionally choose to put more people through that.

You know, that's a great point. You'd think there'd be a little more...I don't know...empathy or something. That was just...cold.
Yeah, it was. Even Peeta-in his still slightly messed up state-had the heart to say no to another Hunger Games.
*sigh* Katniss was such a mess in the last book, though you can't really blame her.
