As someone who plans to self publish, I think I've got a handle on line editing and writing. What I need is someone who is qualified to tell me: is it good enough to publish or am I delusional?What will this type of manuscript review cost?
I'm not going to be finished until late April at the earliest, but I want to get some budget numbers.

That's a loaded question, Brian. A lover of romance might read a mystery and say it isn't publishable and vice versa. Some of it comes down to taste.
Are you talking about the nuts and bolts? Is your plot working, does the prose flow, is the dialog believable? I can tell you if those work.
Do you know your genre? Do you know your audience? I read a story the writer said was Young Adult but the protagonist was pushing 30. That's not going to work.
A story has many components. Are you worried about your storytelling skills (which can be learned)? Or whether your story is interesting?

I know most indie authors say this, but I don't have the money to pay for any sort of professional editor. However, I do want some extra eyes to look over my 2nd book before I publish it.I've proofread it twice myself, but I learned from my 1st book how many things I miss, even after reading it roughly 6 times.
What I would like is 2-3 people willing to just highlight and mark-up a pdf of my 2nd book and send it back to me. Anyone willing to do this for me would have my thanks. You could even just do part of the book if you want. Anything anyone would be willing to go over would be appreciated.
What editing am I looking for? Grammar, punctuation, general proofreading. Making sure I have the right words. Anyone who wants to comment on the flow and continuity on the story as well is more than welcome.
If someone does edit the whole thing and would like to, I'd be willing to add their names as editor when I publish to Amazon and B&N.
I hope this request isn't seen as a scoff on the professionals in this thread, I simply have no money to spare. I'm dealing with moving in January and starting Graduate school.

I'd like to recommend my editor, Kris Kendall, from Final-edits.com. She has been great at finding inconsistencies with my characters and timelines as well as having an eagle eye for missing words and typos. Her rates are quite low compared to other companies I've talked to and I've been really happy with her work.
I agree with Aria, Kris Kendall is an excellent editor. If you need proofreading done or anything else shes the way to go!

I've been a freelance editor for several of the Big Six, but recently I started my own an editing company focusing on indie authors. Just like many authors have become frustrated with the politics within the publishing industry, many editors feel the same way. Gone are the days of Maxwell Perkins. Publishers no longer assign an editor to a book who will work closely with an author to refine and revise their work. If a writer needs a little direction and some help to make an okay story into a great novel, they won’t get it unless they work with a smaller independent publisher that has an editorial staff or hire their own editor. I'm an editor/publisher, but can do one without the other. I read anything, I once followed up a Batman graphic novel with some Tolstoy on a airplane ride. I usually can work out a rate that benefits both parties.
