I know it's over a month since you posted this but wanted to respond. In my view, Ward has always played up the animalistic traits that the vampire species has. All males have a bonding scent. Females also have a scent that attracts the males. Males mark their females when they bond. In this case, Payne was smelling the mating/bonding scent that Manny was emitting. She found it appealing. If you notice, in the beginning of the book, when Doc Jane went looking for Manny, she comes back and when Manny exits the car Ward mentions that Manny is hit with a scent so strong. That was V's bonding scent for Jane. He was marking his territory to dissuade any other males from taking what is his.

But how can Manny have a bonding scent? He's not a vamp.Btw, V's territory is his cop, no one else. ;-)

Manny didn't go through the transition, however, he is a vampire/human hybrid, like Butch. Technically, Manny is even Butch's half brother, which gives you an idea how much vampire could be in his cocktail.
Also, remember Butch had a bonding scent before his transition. He told V he smelled like Obsession for men, eventhough he was not wearing any.
