The Survival base was actually built 3 years before the floods began. A scientist had predicted this would happen, and set up his own construction site to shelter people from the after-affects. No one at the base knows exactly who he is, but he is referred to as Dr. X, because 'X' marks the spot. It is located somewhere in Arizona, and can be spotted by the bright blue and green flag that is positioned on an old peak. Now, it looks like a very small hill.

Any charrie created for inside the base must stay inside the base unless selected to leave on a search mission. If your charrie was on the outside and found or was brought to the base, then they have to stay here unless given permission to leave.
