Two things:

1) I'm determined to get rid of this problem once and for all before midnight strikes. If it expands into tomorrow, I'm dead and I'll not sure when I'll have time to end this.

2) I think I have a way to prevent this kind of problem in the future. It's very simple. I'm going to put up a poll that says something like, "Is your charrie approved yet?". The answers will be yes or no. Yes for those who I have approved and no for those who just made their charrie and needs to get them approved. For those who voted for 'no', just type who the charrie is and what department they're in. Once I approve, change your vote to yes so it won't get confusing (and I'll know about the new charries).
