SOLVED. sci-fi transported to past, had to wear torcs to bring out latent psychic powers [s]

Hi, this is a book about people getting sucked back into the past, where they were enslaved by having torcs fitted round their necks, if they had any psychic power that gained them fame. The end came when one of the enslaved people was in a hot air balloon, and tore down an isthmus, flooding the meditteranean basin (I think)!
