So by now we have a small understanding of life in the Budayeen. It's dirty and it's dangerous. There's been a foreshadowing of things to come but as chapter 5 ends everything in the world is at peace.

It's probably more that things are rather steady and not to much in either direction rather than at peace. In a slum district as this, the most peace anyone will ever have is drug, sex and alcohol induced. And perhaps violence/killing as well.
