Series Order = Reading Order or Publication Order?

Authors can tack on whatever they want to a series, but prequels should generally be read at the beginning and sequels generally should be read at the end.
Although, I'm sure that there are exceptions, like with everything.

What do we do with editions that don't have clear numbering on the covers? None of the covers I clicked on have numbers clearly listed. Either they're on the spine of the books, or they're not numbered at all.

I'd leave them be, unless Google turns up something....

Wikipedia lists the two different orderings.
Should all editions number the series the same way? And, if so, which ordering should we use?
My inclination would be to use the reading order, as there aren't more books being published.
Should this be standardized for all series? I'm not sure how many series are published out of order. I know Anne Bishop wrote a prequel after her "Black Jewels" Trilogy.
