As documented

returns a 404 not found error
Poking at the page source for the edit shelves page I noticed the Javascript is using a different approach, the shelf_id. I was able to delete a book shelf if I used it shelf_id
Changing the documentation's URL to read
http://www.goodreads.com/user_shelves/
Would appear to make this API work.
