If I had to choose I would probably choose Jem, based on what we know so far. Jem has shown his true colors from day one, and is reliable in character/personality. Will, is attractive and all, but I feel like because he is more of the 'lead' male protagonist we have some kind of subconscious attraction to him.. I want to see who Will is as a person (in CP2) before I judge though.

I like both, but Jem is kind of selfish, he makes a lot of things about him. Like when Will saw his sister and then went and got drugged Jem made it about him so that Will had to apologize, then he made Will saving Tessa about Will saving Tessa for him. The way I see it, Jem loves Tessa and Will and Tessa loves them too, and while Will loves Tessa so very much, Jem is all he's had for so many years. Will treasures Jem so much. And Tessa would be very deserving of Jem if she chose him. She kept her feelings for Will to herself, when he asked her if he loved him. BECAUSE OF JEM. And because Jem and Will are closer than friends and family.
Jem is Will's sin.
Jem's the sweetest.
I don't think Tessa will end up with either of them but I am Team Jem so if I got to choose I would choose him <3
