Does anyone think that Cinna would have made a better boyfriend for Katniss?

While I was reading the Hunger Games I completely in love with Cinna. And I couldn't help but thinking that Cinna and Katniss would make a better couple than anyone else in the Hunger Games. Katniss and Cinna have a unspoken bond. You can tell they have feelings for each other just... friend feelings though. But I think it would have been so much better if they dated. I mean she obviously knew to twirl for Cinna...
But does it ever say in the book that Cinna is older than Katniss? Or do we all just think that since he has a career and is out of school? If he ever had to go to school.

I don't think that would have worked out in the long run, he was always more of a confidant than anything else, and I don't think either of them would have taken the leap from friends to lovers. Also how would their relationship have worked? "I'm off hunting now!" "Toss the meat and bring back the fur would you darling."
