Looking to find the name of a book similar to The Coming by Joe Haldeman. It's a pretty similar plot but it starts with an Earth where technology is banned and a man (the first character followed in the plot) is executed for passing along a signal received from space. This kicks off a multi-generation story of humanity's climb back to science and technology in order to meet an alien vessel on its way to Earth.

**spoiler** At the end of the story they find the aliens on the other world are human (or human-esque).

Anyone have an idea? This has been bugging me for a couple years!
