Both. She's pretty unsure about the whole Coin thing right at that moment, so she thinks she has to agree: One, because if the Capitol did kill Prim then she'll be getting revenge, and two, if Coin killed Prim, then she needs to gain her trust anyway.

I don't think she genuinely wanted it. I agree with the latter suggestion. Haymitch most likely knew. This is just my idea, we don't exactly know because she never said herself, only that Haymitch would agreee with her.
To get Coin's trust... I don't think she liked the idea. I need to re-read that part.
Didnt the book say something about one last Hunger Games so they capitol kids could see what its like and all that but they couldnt go though with it because why? I forgot.
