Yes, she was so devastated that it had all come around to more Games in the end, that she knew that the only way to stop it was to plot against Coin. In that moment, she also knew that she'd be sacrificing her own life as she'd be seen as a traitor. Haymitch knew Katniss well enough to know that she would never vote that way unless she was plotting something to overthrow Coin, which is why he sneakily said "I'm with the Mockingjay" as in I choose Katniss over Coin, and Coin must fall.
