The location is the Icy waters between Britain and Greenland during the whale hunting season.The characters are whale hunters who strive to find a great catch and the massive whales they kill. While the hunters manage to find their prey and make a substantial profit. Over hunting soon produces a shortage in these incredible creatures which is of-course a problem for the hunters. My opinion on the matter is that when you have a limited supply of a resource it is obvious you must take measures to accommodate for this. If you kill the whales faster than they can reproduce you are only hurting yourself.
