I think it depends on the person and the situation. Like, some kids can't help it due to family reasons or whatever, but in the case of a clearly, ill-intentioned juvenile, I think they should be.

Me: *hug* Also my mom is giving me until the beginning of April to take my permit test or else. I don't know what or else is but it scares the pants off of me.
