It's a cheer leading term. The "hollaback girls" are the ones that repeat the cheer phrases that the leader call out during routines. If you're not a hollaback girl, you're not a sheep. Disclaimer: I am not, nor have I ever been, a cheer leader, despite what this explanation implies.
